Pope Francis recognised on Monday measures that Chile’s bishops said they would take to assist prosecutors investigating allegations of sex abuse that have plagued the Roman Catholic Church in Chile, including that they would work to reach an agreement with prosecutors on an exchange of information.

The pontiff wrote in a letter released to media on Monday by the Chilean Church that the steps taken at a conclave last week were “realistic and concrete” and that he was confident they would make a “decisive” difference.

After a week-long leadership conclave, the bishops asked for forgiveness, saying in a statement on Friday that they had failed to aid and accompany victims who had suffered “grave sins and injustices committed by priests and clergy.”

Fernando Ramos, secretary-general of the Episcopal Conference, said last Friday that they also wanted “to reach an agreement [with prosecutors] to assure a fluid exchange of information, one that meets our standards, as well as the requirements of the Public Ministry.”

Chilean law enforcement is investigating 38 accusations of sexual abuse against 73 bishops, clerics and lay workers, involving 104 victims.

“I was impressed by the reflection, discernment and decisions that were made,” the pope wrote. “But what struck me most was the example of a unified episcopal community. Thank you for this edifying example.”

Chilean prosecutors said last week that they had asked the government to submit a formal request to the Vatican for information about nine clergymen and lay workers who have been accused of sexual abuse of children.

“We will make public every prior investigation into alleged sexual abuse of children that has occurred in our jurisdictions. We will ask the same of officials at all religious congregations,” Santiago Silva, president of the Episcopal Conference, told reporters last week.

Two special envoys sent by Pope Francis to investigate a child sex abuse scandal in Chile were meeting priests and church workers at a university in the Chilean capital last month when aides rushed into the room with an alarming development: police and prosecutors were about to start raiding church offices.

The envoys were 90 minutes into a seminar on how to investigate allegations of sex abuse committed by fellow clergy following revelations that hundreds of children might have been molested. For decades, the Roman Catholic Church in Chile quietly investigated such allegations without alerting police, but it now stands accused, even by Pope Francis himself, of a cover-up that allowed abusers to operate with impunity.

One of the clergymen listening to the envoys was Jaime Ortiz de Lazcano, the legal adviser to Santiago’s archbishop. The aides rushed to his side and told him, ‘”Father, go to the (church offices) because there’s going to be a raid”,’ Ortiz later recounted.

Police and prosecutors were staging simultaneous raids on church offices less than a mile away from the university and outside the capital, looking for evidence of sex crimes the Church had not reported to police.

The surprise sweeps, ordered by Emiliano Arias, a provincial prosecutor, marked the start of what experts who track sex crimes in the Roman Catholic Church say is one of the most aggressive investigations ever undertaken by a judicial authority anywhere in the world.

Since that cold June afternoon there have been five more raids on church offices to seize documents, phones, tablets and computers, leaving the Vatican scrambling to respond to a rapidly unfolding scandal that is the worst image crisis of Francis’ papacy, now in its sixth year.

Leading the charge against the Church is Arias, 45, who is experienced in fighting organised crime and has a showman’s fondness for taking television news crews on the raids.

Arias told Reuters in an exclusive interview that documents seized by his team contained 30 cases of alleged abuse dating back to 2007 that the Church had not reported to the police. While Reuters was allowed to film his investigators poring through seized documents, he declined to give details from the files because he said they named victims of abuse.

He also alleged that some local Church officials had tried to destroy documents but that his team – made up of two prosecutors, three lawyers and a unit of specialist sex crime police – had salvaged them. He declined to say who had tried to destroy them or how they had tried to get rid of them.

Reuters was unable to independently confirm those assertions.

Víctor Villa Castro, head of communications for the Santiago archbishopric, said he could not comment on any cases under investigation by Arias.

“We would however say that we have no knowledge of the destruction of documents, nor the covering-up of crimes,” he said. “The victims are the first, and most important, in this and we will cooperate with the civil authorities in any way that can help to get to the truth of these matters.”

Arias says he wants to arrest both those who perpetrated the abuse and those who he says helped to cover it up. He arrested Oscar Munoz, a top aide to Santiago’s archbishop, Cardinal Ricardo Ezzati, after seizing church documents in which Munoz confessed to sex crimes. Munoz’s lawyer has acknowledged that some of the accusations in the documents are true but says he will challenge some others.

Arias last week named Ezzati, the most senior Roman Catholic in Chile, as a suspect, accusing him of covering up his aide’s alleged abuses. Ezzati has denied any wrongdoing and promised to cooperate.

Arias said he launched the raids after Church officials in Rancagua, the capital of O’Higgins region, told him he would have to make a formal petition to the Vatican to obtain information he was seeking because it was protected by ‘pontifical secret.’

A spokesman for the Rancagua archbishop’s office said they were told to do this by the Vatican and insisted they were cooperating fully with civil authorities. Vatican spokesman Greg Burke declined to comment.

The Roman Catholic Church says the ‘pontifical secret’ provision in canon law is intended to protect the privacy of all involved in sex abuse claims. Critics say bishops have historically used it as a shield to block inquiries from civil authorities.

“We are not talking about a fraud, or a theft, we are talking about crimes against children,” Arias said in an interview in his office in Rancagua, explaining his decision not to submit the request to the Vatican and instead get a judge to approve the raids.

‘CULTURE OF ABUSE’

Allegations of sexual abuse of minors by clergy are not new, but under Chilean law governing the separation of church and state, the Catholic Church, a powerful and politically influential institution in this conservative Andean nation, has no legal obligation to report the allegations to police.

The sex abuse scandal came to a head after Pope Francis visited in January and was initially dismissive of claims by survivors of a cover-up by top Church officials there. A backlash among advocates for abuse survivors prompted him to dispatch an investigator, Archbishop Charles Scicluna of Malta, who produced a confidential 2,300-page report on the allegations.

After receiving the report Pope Francis wrote an open letter to Chile’s faithful in May in which he decried “the culture of abuse and the system of cover up” by the Church in Chile.

He summoned all 34 of Chile’s bishops to Rome in May where they offered to resign en masse. He has so far accepted five resignations and is expected to accept more.

Arias speaks mostly without emotion during the hour-long interview until he talks about how, according to their accusers, priests convinced their victims that they were doing nothing wrong. Then he displays flashes of anger, sometimes so impassioned that he trips over his words.

“I have seen some tough cases but what shocks me about all this is the abuse of conscience – how an accused (Church worker) has entered into the soul of another person and is capable of convincing him that satisfying his desires is not even a sin,” said Arias, who describes his family as “very Catholic” but says he is lapsed.

Arias said he can prosecute senior Church officials for covering up the abuses if he can prove they knew about systematic abuse and failed to do anything to stop it, or hid evidence to prevent civil authorities from getting involved.

But first he must prosecute the abusers, said Maria Ines Horvitz, a senior lawyer at the State Defense Council of Chile, a public agency that provides legal advice to the Chilean state. And to do that he must find cases within the 10-year statute of limitations – a potential problem that has bedevilled prosecutors in other countries – or turn to the one court in Chile that still handles cases from before roughly 2000, which is backlogged.

PROSECUTORIAL ZEAL

The national public prosecutor instructed all provincial prosecutors last month to pursue sex abuse allegations more vigorously.

But Arias has gone much further than his colleagues in his zeal to bring prosecutions. He has repeatedly widened his remit, from a handful of cases to dozens, from his provincial base to the capital, and from investigating claims of abuse by 14 priests in Rancagua to the alleged complicity of Ezzati, Santiago’s archbishop, himself.

As a result of his uncovering new cases in Church documents, the national prosecutor last week authorized him to expand his investigation into other regions.

BishopAccountability.Org, which tracks allegations of sexual abuse by Roman Catholic priests, says the only comparable investigation into sex abuse in the Church was in Belgium in 2010 when police launched coordinated raids on Church offices and the home of a cardinal. That investigation did not lead to any prosecutions because of the statute of limitations.

Arias is carrying out his investigation in the absence of any public backing from the centre-right Sebastian Pinera government. Shortly before becoming president in March, Pinera criticized the Church for its “defensive” attitude to the scandal and “insufficient” investigations but has remained silent on the issue since.

A government spokesman did not respond to a request for comment.

WHY NOW?

For decades allegations of sexual abuse by priests swirled through Chilean society, but little was done to address them. The Church was largely left to police itself.

But this year that suddenly changed.

Church watchers say several factors contributed to this watershed moment – the international attention received by several victims who went public; the pope’s initial poor handling of the claims; and the ripple effect of the global #MeToo movement.

The Church’s grip on Chile is also weakening, public opinion polling shows, even though the formerly predominately Catholic nation remains largely conservative on social issues.

The waning support for the Church was evident when the pope visited Chile in January – there were many empty seats at his public masses. This was “a turning point for Francis’ papacy”, a Vatican official said. “It is when he realized that he was listening to the wrong people about the real situation in Chile.”

For Arias, the pope’s subsequent mea culpa that the Church had covered up abuses gave him the impetus he needed to act. “His description of what was happening in Chile was powerful and should concern us all,” he said.

Yet, you can see the support for such rhetoric that is out there on social media which is deeply troubling and worrying.

Hopkins also plays to the ‘impulsive’, ‘uncontrollable’, and ‘sexually predatory’ tropes that were associated with the Black man who was enslaved in plantations and which has been a constant in the framing of men from non-white communities. Native Americans were also framed in this way, Jews were framed in this way in Germany in the 1930’s and young African Caribbean men were and continue to be framed in this way since they arrived in our country in the 1950’s.

So there is nothing different here, yet it must also be acknowledged that the activities in Rotherham, Rochdale and Oxford need to be looked at in light of the perpetrators and we must stand front and centre with the victims who suffered the most brutal abuse and worst still, being denied justice for so many years. Georgia with its devoutly Orthodox Christian set of communities, is proposing a ‘blasphemy bill’ that will make religious caricaturing and comedic lampooning of faith, punishable in law.

The bill, which has been approved at committee stage, has led to critics suggesting that it will cause a chilling effect on those critics of the official church line and more importantly, on dissent regarding religion. Some have suggested that even theatre, art and plays which explored faith could fall of the blasphemy bill.

The proposed bill attaches fines to those who target “insults to religious feelings” with a 100 lari fine ($120) attached to any comment deemed to fall foul of the law. This would double if there was a repeat of the incident and desecration of a religious icon would lead to a fine of 1000 laris. Given that the average salary in the country is about 800 laris, the new bill seems to hit those in the pocket willing to take a dissenting line to faith and belief.

This bill comes on the back of opposition to the opening of mosques and madrassas in the west of Georgia where groups have been active in lobbying against Muslim institutions.

A campaign to canonise a Catholic priest who stayed on the RMS Titanic instead of fleeing remains ongoing despite renewed interest in his story.

The story of Father Thomas Byles and his acts of selflessness, however, deserves re-telling.

Roussel Davids Byles was born in 1870 to a Protestant family in Leeds. His father, Reverend Dr. Alfred Holden Byles and mother Louisa Davids also had six other children.

He excelled at mathematics and  gained a scholarship to Balliol School, Oxford. When at Oxford, Byles gravitated towards the Church of England. His younger brother, William, however, converted to Catholicism first.

In 1894, he had a conditional baptism (sub conditione) at St. Aloysius Church in Oxford. Upon entering the Catholic faith, Roussel adopted the name of Thomas.

After spending two years in Rome, Byles became the ordained priest of St Helen’s Church, Chipping Ongar, Essex in 1904.

In 1912, he had boarded the ship to attend the wedding of his younger brother William, in New York. This last minute decision to board the Titanic instead of a different ship cost him £13 (roughly £1,100 today). His second class ticket was number 244310.

His duties included performing mass for second and third class passengers. Two other Catholic priests, Fr
Juozas Montvila from Lithuania and Fr Joseph Peruschitz from Germany also gave daily mass.

On the morning of the tragedy on April 14, his sermon, delivered in English and French, argued that prayer serves as a spiritual lifeboat in times of strife and temptation.

A stained-glass window at St Helen’s Church in Essex immortalises his selflessness. He had “earnestly devoted his last moments to the religious consolation of his fellow passengers”.

Fr Byles had walked the upper decks of the ship, reciting the Breviarium Romanum, as the ship struck the iceberg.

As the scale of the tragedy grew by the hour, Fr Byles had twice refused a space on a lifeboat. He spent his time shepherding women and children to safety. And offering them words of comfort and absolution.

Upon the departure of the final lifeboat, Fr Byles gathered a crowd of individuals at the rear of the ship. Here, he led the recital of the Rosary. Fr Juozas Montvila and Fr Joseph Peruschitz had also stuck to their religious duties until the end.

As the stern rose higher, in their final moments, Fr Byles gave absolution to Catholics, Protestants, and Jews trapped in the rising waters.

Fr Byles was among the 1,500 to perish aboard the Titanic on April 15 1912. The bodies of all three Catholic priests were never recovered.

As they departed, an eyewitness recalled:

“After I got in the boat, which was the last one to leave, and we were slowly going further away from the ship, I could hear distinctly the voice of the priest (Byles) and the responses to his prayers.  Then they became fainter and fainter, until I could only hear the strains of ‘Nearer My God, To Thee’and the screams of the people left behind”.

His family mourned his loss after learning that he had not boarded the rescue ship RMS Carpathia. In total, the rescue mission saved 702 lives.

Family members had later flown to Rome for an audience with Pope Pius X.

According to the Edmundian Association, Pius X declared that Fr Byles had been a martyr for the church.

The thrust of campaign to canonise Fr Byles is the current priest of St Helen’s, Fr Graham Smith. In June last year, he told the BBC that “We are hoping and praying that he will be recognised as one of the saints within our canon.”

Prayer forms a vital part of the beatification process. Sainthood requires a proven miracle to be attributed to prayers made to the person after death.

To mark the centenary of his death in 2012, a number of events honoured his life and sacrifice. This included the unveiling of a memorial plaque at Rossall Public School in Lancashire.

The festivities begin with the arrival of Sinterklaas (Saint Nicholas) on a boat from Spain. History alludes to a Catholic priest in fourth-century Myra – in modern Turkey. Under protestant rule, celebrations of Sinterklaas moved from the public into the private sphere.

Jan Schenkman’s 1850 novel ‘Saint Nicholas and his Servant‘ popularised many modern Sinterklaas traditions. Schenkman’s writings reflected the culture – Sinterklaas interrogated children about their behaviour and religious knowledge. Rewards came in the shape of gifts and food. Naughty children were sometimes carried away by the servant in a large sack.

One of the most controversial legacies involves Zwarte Piet or ‘Black Pete’ – a character who accompanies Sinterklass. White people put on blackface makeup, with exaggerated lips, curly wigs and costumes. The United Nations has called on the Netherlands to ditch Black Pete due to its racist and negative stereotyping. In recent years, the anti-racist response to Black Pete has received more mainstream attention.

Jerusalem

Christians account for less than 2 per cent of the population in Jerusalem. For many in the city, Christmas is just another day in the city. Christmas Day falls on the Sabbath so individuals will be off regardless.

In some parts of Jerusalem, you will find Christmas trees on display. At the New Gate to the Christian Quarter of the Old City they lit up a Christmas tree opposite Notre Dame of Jerusalem Center.

The far-right Lehava demonstrated at the front of Jerusalem’s YMCA building to protest an event inside in which they claimed Jewish children were decorating Christmas trees.

On December 21, Santa Claus helped residents select Christmas trees distributed by city hall.

When it comes to Christmas Day, individuals, of all faiths can enjoy services in multiple languages. From Jerusalem, pilgrims make the short walk to Bethlehem in the Occupied West Bank.

Bethlehem

The violence that grips Israel and the Occupied Palestinian Territories harmed Bethlehem’s tourism trade. Hotel bookings have not hit the 40 or 50 per cent mark. In 2014, hotels had sold out. Decorations will not extend to entire downtown district. Authorities will only decorate Manger Square and two nearby streets.

Bethlehem Mayor Vera Baboun has also accused Israel of taking more land to complete the separation wall at Bethlehem’s perimeter. Patriarch Emeritus Michael Sabbah, who was the Latin Patriarch of Jerusalem between 1987 and 2008, wrote a critical article about the situation in Bethlehem for Haaretz.

Some Palestinians decorated an olive tree with tear gas canisters and grenades near the Church of Nativity.

Israeli authorities issued 600 travel visas for Christians in the Gaza strip. Yet there are age restrictions so younger families miss out. There is an estimated 3,000 (or more) Christians in this area and around 300 or so Catholics, compared to about 1.4 million Muslims that live in the Gaza strip.

For those able to attend – there’s a carnival atmosphere at central Manger Square. Vendors sell sweets, watches, and balloons. Scout troops play bagpipes and drums.

Iceland

In Iceland, a historic tradition involves the giving of books. This tradition has its own name ‘Jólabókaflóð’ or the ‘Christmas Book Flood’.

Individuals exchange gifts on Christmas Eve and spend the evening reading books.

According to Hildur Knútsdóttir, the tradition dates back to World War II. War affected Iceland’s ability to import goods outside of paper. So the book became a viable gift.

For gifts, relatives receive hardcover editions as individuals tend to buy paperbacks for themselves. So bookstores ensure they are well stocked with hardcover books before December.

Iceland also prints more books per capita than any other nation.

Mexico

In the southwestern city of Oaxaca, individuals partake in a number of traditions. One tradition concerns the procession that re-enacts Mary and Joseph’s search for shelter. They are received at a pre-arranged where the godparents (padrionos) of that posada welcome the pilgrims with songs and blessings.

The Noche de Rábanos (Night of the Radishes) begins on December 23. Farmers arrive and make elaborate sculptures of kings and nativity scenes from the vegetables. Winners of this competition are greeted with fireworks.

On Christmas Eve, residents will gather statues of Jesus Christ from godmothers, who then donate them to local parishes. Beyond celebrations, they return to celebrate the Misa de Gallo (Mass of the Rooster) – the first celebration meal before Christmas.

The tradition of plate smashing continues until December 31.

Pope Francis lit the Christmas tree and nativity scene in Assisi. From a distance in the Vatican, he performed the ceremony online on December 7.

In attendance at the lower piazza of the Basilica San Francesco were 31 refugees from Afghanistan, Cameroon, Nigeria and Syria. The other invited guest included the Naval officer who assisted in their rescue. All stood alongside local residents as the Christmas tree lit up.

At the foot of the tree stands a nativity scene crafted into the boat used by those who arrived at the Italian island of Lampedusa from Tunisia in 2014.

The Italian State Railway and Italian Navy also handed out toys to families in need.

Staff at the Basilica, the Conventual Franciscan Friars, dedicated the tree and “this Christmas to immigrants“.

In a translated address, according to Vatican Radio, Francis thanked the Coast Guard. He said: “I would like to thank the [members of the] Coast Guard: the good men and women. I thank you, for you were the instrument of hope that brings us Jesus.”

And in reference all refugees, Pope Francis said: “I say a word, that of the prophet: Raise your head, the Lord is near. And with him is strength, salvation, hope. The heart, perhaps, [is] sorrowful, but the head [is] high in the hope of the Lord.”

This follows a statement he made back in October that: “At the heart of the Gospel of mercy, the encounter and acceptance by others are intertwined with the encounter and acceptance of God himself”.
