<p style="text-align: justify;">The mountainous plateau was part of Syria until Israel captured it in the 1967 Middle East war, annexing it in 1981 in a move not recognised internationally.</p>
<p style="text-align: justify;">Israel regards the Golan as a strategic asset because its peaks overlook northern Israeli towns and southwest Syria, where battles from an eight-year civil war have raged in view.</p>
<p style="text-align: justify;">Some 22,000 Druze, an Arab minority who practice an offshoot of Islam, live in the Israeli-occupied Golan, and many still have relatives on the Syrian side of the fortified boundary.</p>
<p style="text-align: justify;">&#8220;This land has sovereignty and its sovereignty is the Syrian Arab Republic,&#8221; said local resident Rafiq Ibrahim, dressed in traditional Druze black garb, in the town of Majdal Shams.</p>
<p style="text-align: justify;">Trump on Thursday said it was time to recognise Israeli sovereignty over the Golan Heights, marking a major shift in U.S. policy. Syria pledged to take back the territory and there was widespread international criticism of the U.S. move.</p>

With no sign of any buses leaving, the departure was delayed to Tuesday from Monday for &#8220;logistical&#8221; reasons including having to wait for the rest of a total of 98 coaches to arrive from the Syrian side, a Hezbollah media unit said. </span></p>
<p style="text-align: justify;"><span style="font-family: arial, helvetica, sans-serif; font-size: 12pt;">The deal includes the departure of all Nusra Front militants from Lebanon&#8217;s border region around the town of Arsal, along with any civilians in nearby refugee camps who wish to go. The truce echoes deals struck within Syria in which Damascus has shuttled rebels and civilians to Idlib province and other opposition areas. Such evacuations have helped President Bashar al-Assad recapture several rebel bastions over the past year. Lebanon&#8217;s Hezbollah has played a major role in fighting militants along the frontier during Syria&#8217;s six-year war, sending thousands of combatants to support Assad&#8217;s government. Last week, Hezbollah took most of the mountainous zone of Jroud Arsal in a joint offensive with the Syrian army to drive Nusra militants from their last frontier foothold. The Nusra Front was al Qaeda&#8217;s Syria branch until it severed ties and rebranded last year. It now spearheads the Tahrir al-Sham Islamist alliance in the Syrian war. </span></p>
<p style="text-align: justify;"><span style="font-family: arial, helvetica, sans-serif; font-size: 12pt;">The Lebanese army, which receives considerable U.S. and British military support, did not take an active part in the operation, setting up defensive positions around Arsal. The next phase is expected to target a nearby enclave currently in the hands of Islamic State jihadists. </span></p>
<p><strong><span style="font-family: arial, helvetica, sans-serif; font-size: 12pt;">BODIES OF FIGHTERS EXCHANGED </span></strong></p>
<p style="text-align: justify;"><span style="font-family: arial, helvetica, sans-serif; font-size: 12pt;">&#8220;Buses that will transport Nusra Front militants and their families have started arriving in Jroud Arsal,&#8221; the military media unit run by the Iran-backed Hezbollah said via social media on Monday. The convoys rolled in from Syria and headed towards Lebanese army positions. Syrian Red Crescent ambulances arrived on the opposite side of the frontier, the media unit said. Footage from the border zone showed dozens of white buses driving through the barren hills. The Lebanese Red Cross has taken part in logistics. The first step of the ceasefire, brokered by Lebanon&#8217;s internal security agency, unfolded on Sunday as the two sides exchanged the bodies of dead fighters. A Lebanese security source said 200 militants with hundreds of their family members, as well as more than 5,000 refugees, were due to leave, mostly towards insurgent-held Idlib. Nusra Front will release eight Hezbollah fighters under the deal, three captured in recent days and five held in Syria, a Lebanese security source said. Hezbollah&#8217;s al-Manar TV said the two sides would swap Nusra militants for the Hezbollah hostages near the city of Aleppo, which the Syrian government controls. </span></p>
<p style="text-align: justify;"><span style="font-family: arial, helvetica, sans-serif; font-size: 12pt;">The U.N. refugee agency, not involved in the deal, was trying to reach refugees in the Arsal region to evaluate whether returns were voluntary, spokeswoman Lisa Abou Khaled said. &#8220;UNHCR believes that conditions for refugees to return in safety and dignity are not yet in place in Syria,&#8221; she said, with war continuing across large swathes of the country. The multi-sided Syrian conflict has killed hundreds of thousands of people and driven at least 11 million from their homes &#8211; about half Syria&#8217;s pre-war population. Nearly 1.5 million refugees have poured into Lebanon &#8211; around a quarter of its population &#8211; where most languish in severe poverty. Several thousand live in makeshift camps east of Arsal. </span></p>

<p style="text-align: justify;"><span style="font-size: 12pt; font-family: arial,helvetica,sans-serif;">The chemical weapons attack on the town of Khan Sheikhoun killed scores of people, according to a war monitor, Syrian opposition groups and Western countries. It prompted the United States to launch a cruise missile strike on a Syrian air base, its first deliberate assault on the Assad government in the six-year-old conflict.</span></p>
<p style="text-align: justify;"><span style="font-size: 12pt; font-family: arial,helvetica,sans-serif;">Assad has said in two media interviews since April 4 that the evidence of a poison gas attack was false and denied his government had ever used chemical weapons.</span></p>
<p style="text-align: justify;"><span style="font-size: 12pt; font-family: arial,helvetica,sans-serif;">The six-page French document &#8211; drawn up by France&#8217;s military and foreign intelligence services and seen by Reuters &#8211; said it reached its conclusion based on samples they had obtained from the impact strike on the ground and a blood sample from a victim.</span></p>
<p style="text-align: justify;"><span style="font-size: 12pt; font-family: arial,helvetica,sans-serif;">&#8220;We know, from a certain source, that the process of fabrication of the samples taken is typical of the method developed in Syrian laboratories,&#8221; Foreign Minister Jean-Marc Ayrault told reporters after presenting the findings to the cabinet.</span></p>
<p style="text-align: justify;"><span style="font-size: 12pt; font-family: arial,helvetica,sans-serif;">&#8220;This method is the signature of the regime and it is what enables us to establish the responsibility of the attack. We know because we kept samples from previous attacks that we were able to use for comparison.&#8221;</span></p>
<p style="text-align: justify;"><span style="font-size: 12pt; font-family: arial,helvetica,sans-serif;">Among the elements found in the samples were hexamine, a hallmark of sarin produced by the Syrian government, according to the report.</span></p>
<p style="text-align: justify;"><span style="font-size: 12pt; font-family: arial,helvetica,sans-serif;">It said the findings matched the results of samples obtained by French intelligence, including an unexploded grenade, from an attack in Saraqib on April 29, 2013, which Western powers have accused the Assad government of carrying out.</span></p>
<p style="text-align: justify;"><span style="font-size: 12pt; font-family: arial,helvetica,sans-serif;">&#8220;This production process is developed by Syria&#8217;s Scientific Studies and Research Center (SSRC) for the regime,&#8221; the report said.</span></p>
<p style="text-align: justify;"><span style="font-size: 12pt; font-family: arial,helvetica,sans-serif;">The United States on Monday blacklisted 271 employees belonging to the agency.</span></p>
<p style="text-align: justify;"><span style="font-size: 12pt; font-family: arial,helvetica,sans-serif;">Syria agreed in September 2013 to destroy its entire chemical weapons programme under a deal negotiated with the United States and Russia after hundreds of people were killed in a sarin gas attack in the outskirts of the capital, Damascus.</span></p>
<p style="text-align: justify;"><span style="font-size: 12pt; font-family: arial,helvetica,sans-serif;">The report said that based on its assessments, there were &#8220;serious doubts on the accuracy, completeness and sincerity of the dismantlement of Syria&#8217;s chemical arsenal.&#8221;</span></p>
<p style="text-align: justify;"><strong><span style="font-size: 12pt; font-family: arial,helvetica,sans-serif;">SIX WARPLANE STRIKES</span></strong></p>
<p style="text-align: justify;"><span style="font-size: 12pt; font-family: arial,helvetica,sans-serif;">The report, which lists some 140 suspected chemical attacks in Syria since 2012, also said intelligence services were aware of a Syrian government Sukhoi 22 warplane that had struck six times on Khan Sheikhoun on April 4 and that samples taken from the ground were consistent with an airborne projectile that had munitions loaded with sarin.</span></p>
<p style="text-align: justify;"><span style="font-size: 12pt; font-family: arial,helvetica,sans-serif;">&#8220;The French intelligence services consider that only Bashar al-Assad and some of his most influential entourage can give the order to use chemical weapons,&#8221; the report said.</span></p>
<p style="text-align: justify;"><span style="font-size: 12pt; font-family: arial,helvetica,sans-serif;">It added that jihadist groups in the area in Idlib province did not have the capacity to develop and launch such an attack and that Islamic State was not in the region.</span></p>
<p style="text-align: justify;"><span style="font-size: 12pt; font-family: arial,helvetica,sans-serif;">Assad&#8217;s assertion that the attack was fabricated was &#8220;not credible&#8221; given the mass flows of casualties in a short space of time arriving in Syrian and Turkish hospitals as well as the sheer quantity of social media posts and video showing people with neurotoxic symptoms, said the report.</span></p>
<p style="text-align: justify;"><span style="font-size: 12pt; font-family: arial,helvetica,sans-serif;">The Organisation for the Prohibition of Chemical Weapons (OPCW) said on April 19 that sarin or a similar banned toxin was used in the Khan Sheikhoun attack, but it is not mandated to assign blame.</span></p>
<p style="text-align: justify;"><span style="font-size: 12pt; font-family: arial,helvetica,sans-serif;">Russia, which backs Assad in the conflict that has killed hundreds of thousands and displaced millions, has said the gas was released by an air strike on a poison gas storage depot controlled by rebels.</span></p>
<p style="text-align: justify;"><span style="font-size: 12pt; font-family: arial,helvetica,sans-serif;">&#8220;The Kremlin thinks as before that the only way to restore the truth of what happened in Idlib is impartial international investigation. We regret that OPCW restrains so far from such an investigation,&#8221; spokesman Dmitry Peskov told reporters when asked about the French report.</span></p>
<p style="text-align: justify;"><span style="font-size: 12pt; font-family: arial,helvetica,sans-serif;">A senior French diplomatic source said Paris had passed the report on to its partners and would continue to push for a probe.</span></p>
<p style="text-align: justify;"><span style="font-size: 12pt; font-family: arial,helvetica,sans-serif;">Moscow was attempting to discredit the OPCW, the source said: &#8220;There is a propaganda effort by Russia to say that the OPCW&#8217;s work is not credible.&#8221;</span></p>

<p style="text-align: justify;">After two days of deliberations in Astana, Kazakhstan&#8217;s Foreign Minister Kairat Abdrakhmanov said the powers had agreed in a final communique to establish a system &#8220;to observe and ensure full compliance with the ceasefire, prevent any provocations and determine all modalities of the ceasefire.&#8221;</p>
<p style="text-align: justify;">While welcoming the text, the Syrian government&#8217;s chief negotiator Bashar Ja&#8217;afari said an offensive against rebels west of Damascus would carry on. Rebels say it is a major violation of the ceasefire agreed on Dec. 30.</p>
<p style="text-align: justify;">Opposition negotiator Mohammad Alloush said he had reservations about the text which he said legitimised Iran&#8217;s &#8220;bloodletting&#8221; in Syria and did not address the role of Shi&#8217;ite militias fighting rebels.</p>
<p style="text-align: justify;">In northwest Syria, heavy fighting erupted between the jihadist group Jabhat Fateh al-Sham and Free Syrian Army factions who were represented at the Astana talks.</p>
<p style="text-align: justify;">FSA groups are reeling after being driven from Aleppo city last month by government forces and their allies. Any further loss of territory in their main northern stronghold &#8211; this time at the hands of jihadist insurgents &#8211; could leave them too weak to achieve any meaningful gains from peace negotiations.</p>
<p style="text-align: justify;">In Astana, rebel and government delegates held indirect talks for the first time in nine months at a time when Turkey, which backs the rebels, and Russia, which supports Syrian President Bashar al-Assad, want to disentangle themselves from the fighting.</p>
<p style="text-align: justify;">That has led them into an ad-hoc alliance that also appears to enshrine Iran in a process that could lead to some form of political settlement &#8211; leaving the United Nations&#8217; role unclear, especially with the United States distracted by domestic issues.</p>
<p style="text-align: justify;">The talks represent a coup for Moscow, which has evolved into the main powerbroker since its military intervention in September 2015 to shore up Assad. &#8220;We have managed &#8230; to give birth to the Astana process,&#8221; the head of the Russian delegation, Alexander Lavrentyev, told reporters.</p>
<p style="text-align: justify;">The final text did not go into any details beyond reaffirming the Turkish-Russian Dec. 30 ceasefire. A Western diplomat said the three powers agreed to meet again in Astana on Feb. 6 to discuss the mechanism.</p>
<p style="text-align: justify;">In Washington, the State Department called on Russia, Turkey and Iran &#8220;to press regime, pro-regime, and opposition forces to abide by the ceasefire in order to create an environment more conducive to intra-Syrian political discussions.&#8221;</p>
<p style="text-align: justify;">Acting spokesman Mark Toner said: &#8220;We look forward to the resumption of U.N.-sponsored intra-Syrian talks between the regime and opposition groups.&#8221;</p>
<p style="text-align: justify;"><strong>FIGHTING FOR WATER</strong></p>
<p style="text-align: justify;">Since the ceasefire announcement, government-backed forces have launched an offensive northwest of Damascus in the Wadi Barada area, where fighting intensified on Tuesday.</p>
<p style="text-align: justify;">The government and its allies, including Lebanese group Hezbollah were trying to push forward in Ain al-Fija, where springs and a pumping station that supply most of the capital&#8217;s water are located.</p>
<p style="text-align: justify;">Rebels had come to the meeting hoping Moscow would put pressure on the Iranians to curb military offensives.</p>
<p style="text-align: justify;">&#8220;The Russians have moved from a stage of being a party in the fighting and are now exerting efforts to become a guarantor. They are finding a lot of obstacles from (Lebanon&#8217;s Shi&#8217;ite) Hezbollah forces, Iran and the regime,&#8221; Alloush told reporters after the talks.</p>
<p style="text-align: justify;">He said he expected Russia to respond within a week to a rebel ceasefire proposal and that rebels would never allow Iran, which they accuse of trying to change the demographic make-up of certain Sunni Muslim areas, to have a say in Syria&#8217;s future.</p>
<p style="text-align: justify;">Government envoy Ja&#8217;afari said it was &#8220;pitiful&#8221; that some &#8220;armed terrorist groups in Astana&#8221; were criticising Iran, one of the three guarantors.</p>
<p style="text-align: justify;">Western diplomats attending the talks informally said despite a lack of detail about the ceasefire, it was positive that the final communique mentioned reviving the U.N. political talks in Geneva under U.N. resolution 2254 and that the three powers agreed to jointly fight Islamic State and Jabhat Fateh al-Sham, which changed its name from Nusra Front last year, and to separate them from armed opposition groups.</p>
<p style="text-align: justify;">However, Assad&#8217;s foreign backers and opponents have rarely agreed on exactly which fighters represent moderate rebel forces and which ones are jihadists.</p>
<p style="text-align: justify;">The U.N. Special Envoy for Syria, Staffan de Mistura, who was attending the Astana talks, said he now hoped to reconvene peace talks in Geneva next month.</p>
<p style="text-align: justify;">&#8220;We (the UN) are the main player in regards to the political process,&#8221; de Mistura said. &#8220;The political process should continue in Geneva &#8230; We cannot allow another ceasefire to be, in a way, wasted, because of a lack of a political process.&#8221;</p>

<p>Colvin and French photographer Remi Ochlik were killed in the besieged Syrian city of Homs in 2012 while reporting on the Syrian conflict, now in its sixth year.</p>
<p>The lawsuit, filed in Washington on Saturday and seen by Reuters, said Syrian officials deliberately targeted rockets against a makeshift broadcast studio where Colvin and other reporters were living and working.</p>
<p>The suit alleged the attack was part of a plan orchestrated at the highest levels of the Syrian government to silence local and international media &#8220;as part of its effort to crush political opposition&#8221;.</p>
<p>The lawsuit included as evidence a copy of an August 2011 fax which it alleges was sent from Syria&#8217;s National Security Bureau instructing security bodies to launch military and intelligence campaigns against &#8220;those who tarnish the image of Syria in foreign media and international organisations&#8221;.</p>
<p>&#8220;This case is about carrying on Marie’s work,&#8221; plaintiff Cathleen Colvin, Marie Colvin&#8217;s sister, said.</p>
<p>&#8220;We are seeking truth and justice not just for her, but for thousands of innocent Syrians tortured or killed under the Assad dictatorship,&#8221; she said in a statement released by U.S. human rights group the Center for Justice and Accountability (CJA) which filed the case for the Colvin family.</p>
<p>Advocacy group Reporters Without Borders said it supported the lawsuit.</p>
<p>The group&#8217;s secretary-general, Christophe Deloire, said Reporters Without Borders &#8220;hopes these efforts will help to expose the truth, namely that these journalists were deliberately targeted and killed because they were providing information about the Syrian army&#8217;s crimes against civilians.&#8221;</p>
<p>A murder and attempted murder investigation was launched in France in 2012 into the death of Ochlik and wounding of another journalist, Edith Bouvier, in the same attack.</p>
<p>Reporters Without Borders, as an interested party in the case, said it will submit the Colvin family&#8217;s U.S. lawsuit to the judge in charge of the French investigation on Monday.</p>
<p>Colvin and Ochlik were both prize-winning reporters of wars in the Middle East, Asia and elsewhere. The Britain-based Colvin, who lost an eye while working in Sri Lanka in 2001, was working for the Sunday Times at the time of her death.</p>
<p>The Syrian Foreign Ministry, to whom the lawsuit was addressed, could not immediately be reached for comment.</p>

<p style="text-align: justify;">&#8220;The problems Europe faces today of terrorism, extremism and waves of refugees are caused by some western leaders&#8217; adoption of policies which do not serve their people,&#8221; Assad told a delegation of members of the European Parliament headed by Javier Couso, vice chairman of its foreign affairs committee.</p>
<p style="text-align: justify;">&#8220;Especially when those leaders give support and political cover to terrorist groups inside Syria,&#8221; Syrian state news agency SANA said in a summary of Assad&#8217;s comments.</p>
<p style="text-align: justify;">The Syrian government, supported by Iran and Russia, refers to all groups fighting it in the five-year-old conflict as terrorists. Of such groups, the U.N. classifies only Islamic State and the al Qaeda-affiliated Nusra Front as terrorist.</p>
<p style="text-align: justify;">A range of countries provide financial, logistical and training support to the many armed opposition groups in Syria, including Turkey, Saudi Arabia, Jordan, the United States and the United Kingdom.</p>
<p style="text-align: justify;">Western and Gulf Arab countries which want Assad out of power blame him for the displacement of tens of thousands of Syrians, through air strikes on rebel-held areas that have killed thousands.</p>
<p style="text-align: justify;">Opposition groups accuse the government of deliberately targeting civilians and breaching ceasefires. United Nations-brokered peace talks broke down in late April as violence escalated, without a set date to resume.</p>

<p style="text-align: justify;"><span style="font-size: 12pt; font-family: arial, helvetica, sans-serif;">Russian Defence Ministry released a video on Wednesday (April 6) showing teams of military sappers searching for mines in the historic part of the Syrian city of Palmyra.</span></p>
<p style="text-align: justify;"><span style="font-size: 12pt; font-family: arial, helvetica, sans-serif;">According to the ministry, the sappers have already cleared more than 0,2 square kilometres of land from mines. Part of the job was performed by Uran-6 de-mining robots which can be remotely controlled from around 1 km (half a mile).</span></p>
<p style="text-align: justify;"><span style="font-size: 12pt; font-family: arial, helvetica, sans-serif;">Russian Defence Ministry said 152 explosive devices were defused.</span></p>
<p style="text-align: justify;"><span style="font-size: 12pt; font-family: arial, helvetica, sans-serif;">The video showed de-mining robots at work as well as teams of sappers walking through ancient ruins of Palmyra with metal detectors.</span></p>
<p style="text-align: justify;"><span style="font-size: 12pt; font-family: arial, helvetica, sans-serif;">Palmyra was recaptured by Syrian President Bashar al-Assad&#8217;s forces on March 27.</span></p>
<p style="text-align: justify;"><span style="font-size: 12pt; font-family: arial, helvetica, sans-serif;">The sappers have to examine and de-mine over 180 hectares of Palmyra&#8217;s territory, Russia&#8217;s defence ministry said on April 2. The aim is to clear the historic part of the ancient city and residential areas.</span></p>
<p style="text-align: justify;"><span style="font-size: 12pt; font-family: arial, helvetica, sans-serif;">The overall task of clearing Palmyra, which military sources have told Russian media will involve at least 100 servicemen, is expected to take several months.</span></p>
