<p style="text-align: justify;">The Bosnian government, in common with its counterparts across Europe, lacks a clear plan to deal with the families of defeated fighters of the ultra-hardline militant group.</p>
<p style="text-align: justify;">For Bosnia, the predicament has a particular historical resonance: Bosnian Muslims generally practise a mainstream form of Islam, but some adopted radical beliefs from the foreign fighters who came to the country during its 1992-95 war and fought with Muslims against Orthodox Serbs and Catholic Croats.</p>
<p style="text-align: justify;">When Syria&#8217;s war broke out in 2011, some Bosnians joined Islamic State in Syria and Iraq. But the three Bosnian women say the daughters and a sister whose return they seek &#8212; plus their nine children &#8212; have played no role in militancy.</p>
<p style="text-align: justify;">&#8220;Our only goal is to bring our children back home and finish this agony as soon as possible,&#8221; said Senija Muhamedagic from the northwestern town of Cazin, who joined forces with two other women to press authorities to help their relatives return.</p>
<p style="text-align: justify;">Their daughters and sister, stuck with their children in a camp in northern Syria since November 2017, are desperate to return, saying they were forced to go to Syria by radicalised husbands and were ready to face charges at court if needed.</p>
<p style="text-align: justify;">Alema Dolamic, whose sister was left widowed with three children after her husband was killed in fighting in 2017, has created a closed Facebook page for families of the people from the Western Balkans who are still in Syria to exchange information.</p>
<p style="text-align: justify;">&#8220;It&#8217;s been going for five years, I practically don&#8217;t have my life anymore,&#8221; Dolamic told Reuters in her home near the central town of Tesanj.</p>
<p style="text-align: justify;">&#8220;I am trying to imagine reunion with her, with children, but it&#8217;s unimaginable,&#8221; she said, showing the pictures of the children on her phone.</p>
<p style="text-align: justify;"><strong>&#8220;THE CHILDREN ARE NOT GUILTY&#8221;</strong></p>
<p style="text-align: justify;">Hundreds of people are believed to have left Europe to fight for Islamic State in Syria and Iraq. With the Islamist militant group down to its last shred of territory, more and more of them are asking to come home.</p>
<p style="text-align: justify;">According to Bosnian intelligence, 241 adults and 80 children left from 2012-2016 from Bosnia or the Bosnian diaspora for Syria and Iraq, where 150 more children were born.</p>
<p style="text-align: justify;">About 100 adults, including 49 women, remained there while at least 88 have been killed or died. About 50 have returned to Bosnia, including seven children.</p>
<p style="text-align: justify;">&#8220;I feel terrible, miserable, because the children are not guilty, they did not have a choice,&#8221; said the third woman, from Sarajevo, awaiting a government decision on the repatriation of her 22-year-old daughter and her two children from Syria.</p>
<p style="text-align: justify;">&#8220;Every day I think, my God, when will this child of mine come, to see her, to hold her, to feel her, and then anything may happen, it won&#8217;t matter anymore.&#8221;</p>
<p style="text-align: justify;">The three women have been talking to police, security and intelligence agencies and government ministries for more than a year, supplying them with information and documents in the hope that their children, who they say were not involved in any military activities, would come back.</p>
<p style="text-align: justify;">But as elsewhere in Europe, the Bosnian authorities have been slow to address the families&#8217; pleas, their concern being the security challenges that might arise with the return of people from a war zone and environment of militancy.</p>
<p style="text-align: justify;"><strong>REPATRIATION STILL NOT IN SIGHT</strong></p>
<p style="text-align: justify;">Their reunion still seems distant.</p>
<p style="text-align: justify;">The Bosnian central government announced last year it would set up a coordination body to deal with the return of Islamic fighters and their families, but it has yet to be formed. It does not help that a new government has not been established after a general election in October.</p>
<p style="text-align: justify;">&#8220;There are certainly security aspects of their return, it cannot be perceived as if just some women and children should be returned to Bosnia from somewhere,&#8221; Security Minister Dragan Mektic told Reuters.</p>
<p style="text-align: justify;">Mektic said Bosnia was obliged to accept the women who held its citizenship but not their children who were never registered as Bosnian citizens, adding also that it could not be determined with certainty if their warrior husbands were really killed.</p>
<p style="text-align: justify;">And even if they return, they are set to face a difficult process of re-socialisation and reintegration in a country where programmes to address such problems do not exist, warned Vlado Azinovic, an expert on terrorism and lecturer at the Sarajevo University School for Political Sciences.</p>

<div style="text-align: justify;">Prevent is a key strand of Britain&#8217;s security strategy which was launched in 2003 to combat extremism after the Sept 11 attacks on the United States. It has grown in prominence since the 2005 suicide attack on London&#8217;s transport network which killed 52 people and the rise of the Islamic State in recent years.</div>
<div style="text-align: justify;"></div>
<div style="text-align: justify;">It has been dogged since its inception by claims that it is used to spy on Muslim communities and a 2015 government edict  instructing public bodies such as schools, health workers and universities to report concerns further exacerbated those fears.</div>
<div style="text-align: justify;">The first official Prevent figures from Britain&#8217;s Home Office (interior ministry) showed that of the 7,631 individuals thought to be at risk of being drawn into terrorism from April 2015 to March 2016, almost a third were children.</div>
<div style="text-align: justify;"></div>
<div style="text-align: justify;">Of all those referred, only five percent, the 381 assessed to be the most at risk, were eventually deemed to need support from specialist mentors in the voluntary, de-radicalisation scheme known as Channel.</div>
<div style="text-align: justify;"></div>
<div style="text-align: justify;">Some 63 individuals withdrew from the process and the Home Office said there was no data about whether they or any others who had been referred to Prevent or gone through the Channel process had later gone on to be involved in extremism.</div>
<div style="text-align: justify;"></div>
<div style="text-align: justify;">Two-thirds of Prevent referrals were made over fears of Islamist extremism and 10 percent because of far-right concerns. The vast bulk came from the education sector and police, with 2,127 aged under 15, including 532 girls, and 2,147 aged 15 to 20, with 420 female.</div>
<div style="text-align: justify;"></div>
<div style="text-align: justify;">A senior Home Office official, who spoke on condition of anonymity, cited the case of a nine-year-old boy who had been referred to Prevent after he stood up in class and said he supported Islamic State.</div>
<div style="text-align: justify;"></div>
<div style="text-align: justify;">The boy, who had been bullied at school, had been watching IS execution videos after searching for news coverage after the Paris attacks. After a year of support, his life was turned around, the official said.</div>
<div style="text-align: justify;"></div>
<div style="text-align: justify;"><strong>&#8220;NOT IDEOLOGICAL&#8221;</strong></div>
<div style="text-align: justify;">&#8220;In the last two years the number of teenagers has spiked and the number of teenagers that I&#8217;ve had who are on the autistic spectrum has also spiked,&#8221; one of Channel&#8217;s Islamist mentors, told reporters.</div>
<div style="text-align: justify;"></div>
<div style="text-align: justify;">&#8220;What IS and these groups have understood is young people need narratives and they&#8217;ve created narratives which make a very complex world seem very simple.&#8221;</div>
<div style="text-align: justify;"></div>
<div style="text-align: justify;">Britain suffered four militant attacks this year that killed 36 people &#8211; the deadliest spate since the London &#8220;7/7&#8221; bombings of 2005.</div>
<div style="text-align: justify;">Britain&#8217;s Home Secretary has been meeting representatives of leading U.S. tech firms Facebook, Google, Microsoft and Twitter in Washington this week as part of her ongoing effort for them to do more to tackle online extremism.</div>
<div style="text-align: justify;"></div>
<div style="text-align: justify;">A Prevent coordinator said the proliferation of extremist online content was an accelerant rather than a cause.</div>
<div style="text-align: justify;">&#8220;It&#8217;s the petrol going on the fire, but it&#8217;s not the tinder which sparks the flame in the first place,&#8221; he said.</div>

<p style="text-align: justify;"><span style="font-size: 12pt; font-family: arial, helvetica, sans-serif;">The Clooney Foundation for Justice said it has teamed up with Google and HP Inc to help the U.N. children&#8217;s agency UNICEF and the Lebanese Ministry of Education open seven so-called &#8220;second shift&#8221; schools for Syrian refugee children.</span></p>
<p style="text-align: justify;"><span style="font-size: 12pt; font-family: arial, helvetica, sans-serif;">Lebanon has more than 1 million Syrian refugees, including nearly 500,000 children. It is educating Syrian children in public schools through a &#8220;second shift&#8221; system of additional afternoon classes exclusively for them.</span></p>
<p style="text-align: justify;"><span style="font-size: 12pt; font-family: arial, helvetica, sans-serif;">&#8220;We don&#8217;t want to lose an entire generation because they had the bad luck of being born in the wrong place at the wrong time,&#8221; said Oscar-winning actor George Clooney and international human rights lawyer Amal Clooney, who gave birth to twins last month.</span></p>
<p style="text-align: justify;"><span style="font-size: 12pt; font-family: arial, helvetica, sans-serif;">&#8220;Thousands of young Syrian refugees are at risk &#8211; the risk of never being a productive part of society,&#8221; the couple said in a statement. &#8220;Formal education can help change that.&#8221;</span></p>
<p style="text-align: justify;"><span style="font-size: 12pt; font-family: arial, helvetica, sans-serif;">A $3.25 million donation from the Clooney Foundation for Justice, Google and HP will pay for transportation, school supplies, computers, content, curriculum and teacher training.</span></p>
<p style="text-align: justify;"><span style="font-size: 12pt; font-family: arial, helvetica, sans-serif;">A spokesman for the Clooneys&#8217; foundation, Max Gleischman, said the organization had decided to support education for Syrian refugees through the public school system, instead of investing in private schools operated by SABIS, an international company which has prepared students for college and high school exams.</span></p>
<p style="text-align: justify;"><span style="font-size: 12pt; font-family: arial, helvetica, sans-serif;">The foundation had announced last year that it would work to enroll thousands of children in SABIS schools.</span></p>
<p style="text-align: justify;"><span style="font-size: 12pt; font-family: arial, helvetica, sans-serif;">A crackdown by Syrian President Bashar al-Assad on pro-democracy protesters in 2011 led to civil war, and Islamic State militants used the chaos to seize territory in Syria and Iraq. Half of Syria&#8217;s 22 million people have been uprooted and more than 400,000 killed.</span></p>

<p>A dramatic rescue at sea.</p>
<p>Migrants bound for Italy plucked out of the sea after their dingy sank off the Libyan coast.</p>
<p>Later they sit safely aboard the Astral, the Spanish humanitarian vessel that rescued them… still in shock from their ordeal.</p>
<p>But these are some of the lucky ones.</p>
<p>The Italian coast guard later found the bodies of five migrants who drowned.</p>
<p>The volunteers on the Astral rescued 81 migrants, mainly from Syria and Bangladesh, after Libyan Fisherman spotted several migrant boats.</p>
<p>The Italian coast guard rescued over 500 more the same day.</p>
<p>This year alone nearly 3,000 migrants and refugees have died in the Mediterranean Sea trying to make it to Europe.</p>

This cannot be acceptable in any society and it is our collective duty to change such behaviour and to make an example in the courts of people who target others because of their identities. (Names and identifying details have been changed).</p>
<p style="text-align: justify;">We have not changed the main elements of the text and the last statement also shows that there is some work to be done in building confidence for members of the public to report in hate incidents and crimes.</p>

<em>My daughter who is 15 years old was coming back from school. She was waiting at the bus stop at the St John’s corner, off Longhorne Street.</em></p>
<p style="text-align: justify;"><em>A white guy in his late 30’s, wearing tracksuit bottoms and a grey hoody approached her, first swearing at her, then saying, ‘you fucking Muslim, your ISIS’, go back to your country.</em></p>
<p style="text-align: justify;"><em>He tried to grab one of her friends, but they started running.</em></p>
<p style="text-align: justify;"><em>My daughter is mixed race, who wears the Hijab and we did not contact the police as we have no faith in the British police.”</em></p>
