<p style="text-align: justify;">The Open Arms rescue ship had been searching for the boat in distress for hours before finally locating it on Wednesday morning in international waters north of Libya.</p>
<p style="text-align: justify;">The NGO had just finished distributing life vests and masks to the passengers to begin transferring them to safety when the flimsy boat split in two, throwing them into cold waters.</p>
<p style="text-align: justify;">Rescuers pulled out 111 people, including two infants, alive and recovered five bodies.</p>
<p style="text-align: justify;">Open Arms spokesperson Laura Lanuza said the NGO has asked Italian and Maltese maritime authorities for the immediate evacuation of six people in serious condition, including two babies and their mothers and a pregnant woman.</p>
<p style="text-align: justify;">Ms Lanuza said the NGO had already rescued 88 migrants the night before and was headed to a third distress call.</p>
<p style="text-align: justify;">Wednesday’s shipwreck was the second recorded this week in waters north of Libya, a key transit point for migrants from Africa and the Middle East.</p>
<p style="text-align: justify;">On Tuesday another 13 migrants died, including a child, the UN said.</p>

<p style="text-align: justify;">The General Data Protection Regulation (GDPR https://ec.europa.eu/commission/priorities/justice-and-fundamental-rights/data-protection/2018-reform-eu-data-protection-rules_en) brought in by the European Union in May is designed to protect personal information in the age of the internet and requires websites to seek consent to use personal data, among other measures.</p>
<p style="text-align: justify;">The ability to track internet users has attracted hundreds of companies that harvest and crunch user data from websites &#8211; with or without the consent of the site owner – to form very specific individual consumer profiles.</p>
<p style="text-align: justify;">GDPR poses a challenge to those groups because they all need consent to use the data. While sites often request consent on behalf of the ad tech firms they use directly, uncertainty over whether every link in the supply chain is GDPR-compliant is pushing some to leave Europe altogether.</p>
<p style="text-align: justify;">Concerns about GDPR should, however, benefit Alphabet&#8217;s Google and Facebook as their loyal customers are more likely to give consent to carry on using sites, allowing the U.S. giants to keep amassing and analysing vast amounts of GDPR-compliant data that advertisers will pay to use.</p>
<p style="text-align: justify;">Big publishers such as national newspapers are also likely to keep their readers and believe they can benefit by eventually charging advertisers more for online slots in the knowledge they are compliant with the new EU rules.</p>
<p style="text-align: justify;">&#8220;It&#8217;s challenging for the digital ecosystem,&#8221; said Mark Read, joint boss at the world&#8217;s biggest ad agency, WPP.</p>
<p style="text-align: justify;">&#8220;But if consumers feel confident that their data is being protected and they understand how it is being used and it&#8217;s done with permission, ultimately that should be a good thing for clients and for us,&#8221; he told Reuters.</p>
<p style="text-align: justify;"><strong>TANGLED WEB</strong></p>
<p style="text-align: justify;">From a standing start nearly 30 years ago, the internet has become the largest advertising medium in the world because it allows firms to target consumers with ads based on anything from their browsing history, comments, spending power to location.</p>
<p style="text-align: justify;">Within the tangled ecosystem are multiple firms that help brands and ad agencies connect to sites that fund content with targeted ads. For every dollar spent by an advertiser, about half may go to ad tech groups, according to industry estimates.</p>
<p style="text-align: justify;">When an internet user pulls up a page multiple bid requests are sent into the advertising ecosystem touting facts about the person such as demographics and interests, as well as the nature of the site they are viewing.</p>
<p style="text-align: justify;">That personal data can then pass through a dozen or more ad tech firms before a company or ad agency bids at an auction for space on the website and an advert is loaded. It is that spread of personal data that risks breaking the new EU privacy law.</p>
<p style="text-align: justify;">For example, a firm that provides ads for a website viewed on a mobile phone may use other partners not included in the compliance chain to provide information about a user&#8217;s location.</p>
<p style="text-align: justify;">That doubt about compliance is threatening the myriad ad tech middlemen and is also prompting advertisers and publishers to rethink how they share their user data.</p>
<p style="text-align: justify;">&#8220;In a world where we are putting the consumer first, there are only going to be so many opportunities for the very colourful ecosystem of companies to obtain consent,&#8221; said Andrew Casale, head of ad group Index Exchange (http://www.indexexchange.com).</p>
<p style="text-align: justify;"><strong>UNCERTAIN TIMES</strong></p>
<p style="text-align: justify;">In the midst of the disruption, some ad tech groups are pulling out of Europe. Harry Kargman, founder of mobile ad firm Kargo (https://www.kargo.com), told Reuters the company had withdrawn for now because it did not know how GDPR would be applied.</p>
<p style="text-align: justify;">&#8220;There is too much uncertainty,&#8221; he said. &#8220;And I don&#8217;t think (that will change) until they apply it in specific cases.&#8221;</p>
<p style="text-align: justify;">Verve (https://www.verve.com), a company that helps advertisers target consumers on mobiles based on location, and Drawbridge (https://www.drawbridge.com), a cross-device user data firm, have both stopped operating ad businesses in Europe.</p>
<p style="text-align: justify;">Factual (https://www.factual.com), another company that provides consumer data based on their location, also temporarily scaled back its operations in Europe after realizing the mobile apps it relies on &#8220;could not safely claim they were compliant&#8221;.</p>
<p style="text-align: justify;">Others groups higher up the food chain have also been hit.</p>
<p style="text-align: justify;">France&#8217;s Publicis, one of the world&#8217;s top five advertising companies, said it had felt the effect.</p>
<p style="text-align: justify;">&#8220;Advertisers were cautious about spending money in supply chains that they weren&#8217;t absolutely sure they could target safely or legally,&#8221; said Steve King, CEO of Publicis Media.</p>
<p style="text-align: justify;">Kargo&#8217;s Kargman expects Facebook and Google to benefit from the uncertainty. The two companies are likely to receive a high ratio of user consent given their loyal customer base while both own high-quality data because users post likes, dislikes and location, or search for areas of interest on Google or YouTube.</p>
<p style="text-align: justify;">The companies also have deep pockets so can ensure they are compliant, throwing engineers and lawyers at the problem and reassuring brands at a time of uncertainty.</p>
<p style="text-align: justify;">But they too have had to make changes.</p>
<p style="text-align: justify;">Facebook lost about 1 million European monthly active users after GDPR and it said a desire by some users to avoid targeted ads is likely to lead to a modest revenue hit.</p>
<p style="text-align: justify;">In response to GDPR, it has asked advertisers to certify they have the proper consent to use any data from third-party brokers, potentially shedding itself of some liability.</p>
<p style="text-align: justify;">Google is also requiring publishers to secure consent when using its ad products on their properties. Marketers and partners also need to now use more of Google&#8217;s own services.</p>
<p style="text-align: justify;">It has stopped providing easy access to lists that helped companies evaluate the success of their ads by showing which users clicked on them. Advertisers must now use Google&#8217;s Ads Data Hub application to measure the effectiveness of campaigns.</p>
<p style="text-align: justify;">Google declined to comment for this article. It has previously said GDPR is a big change and is working with partners on compliance.</p>
<p style="text-align: justify;"><strong>GOOD NEWS FOR PUBLISHERS?</strong></p>
<p style="text-align: justify;">Of the more than 20 executives spoken to by Reuters, from ad bosses to publishers, tech groups, brands, lawyers and consultants, all expect the supply chain to thin out &#8211; leaving publishers to potentially receive a greater slice of ad revenue.</p>
<p style="text-align: justify;">&#8220;Given the number of actors it could take some time though,&#8221; said Phil Smith, head of UK advertiser trade body ISBA (https://www.isba.org.uk).</p>
<p style="text-align: justify;">Leading British sports website GiveMeSport (https://www.givemesport.com) is one publisher hoping the biggest overhaul of data privacy laws in more than 20 years will challenge the system.</p>
<p style="text-align: justify;">&#8220;There are too many middlemen and they&#8217;ve been eating the cake,&#8221; General Manager Ryan Skeggs said. &#8220;We&#8217;re hoping GDPR will help weed them out. The sites that do well, theoretically speaking, should then make more money.&#8221;</p>
<p style="text-align: justify;">Three of the leading UK newspaper groups – Rupert Murdoch&#8217;s News UK (https://www.news.co.uk), The Guardian (https://www.theguardian.com) and The Telegraph (https://www.telegraph.co.uk) have joined forces in the Ozone Project to sell their online inventory, or ad space, together, offering advertisers access to 39 million users.</p>
<p style="text-align: justify;">Project leader Damon Reeve said publishers had lost control of their data to tech vendors. By compiling only quality inventory, he hopes marketers and publishers will start sharing user data directly &#8211; making them less reliant on third parties.</p>
<p style="text-align: justify;">That should provide a boost to the newspaper industry which is still grappling with the shift online, where ad rates are far lower than those charged for a space in a physical edition.</p>
<p style="text-align: justify;">&#8220;By 2020, Ozone could add circa 30 million pounds ($38 million) per annum – not a trivial contribution to a national newspaper newsroom,&#8221; said analysts at consultancy Enders Analysis (https://www.endersanalysis.com).</p>
<p style="text-align: justify;">Adam Smith, a director at WPP&#8217;s media buying arm GroupM (https://www.groupm.com), agreed the focus on user compliance was likely to cut the amount of available inventory. &#8220;That feeds into price inflation for the sought after inventory,&#8221; he said.</p>
<p style="text-align: justify;">How long the initial impact of GDPR will last, though, is not yet clear as many consumers &#8211; tired of the constant permission pop ups – are just giving consent to access sites. Prosecutors are also yet to bring any cases for data breaches.</p>
<p style="text-align: justify;">But GDPR has ramped up the speed of change in what has been such a fragmented industry. &#8220;This kind of consolidation is natural in most maturing industries,&#8221; Enders analyst Matti Littunen said. &#8220;GDPR has just accelerated it.&#8221;</p>

<p style="text-align: justify;"><span style="font-size: 12pt;">&#8220;Thank God for Greece because you have shown the way,&#8221; said Sting, whose real name is Gordon Sumner, at an Amnesty International event in Athens.</span></p>
<p style="text-align: justify;"><span style="font-size: 12pt;">&#8220;You have shown how to treat refugees when other people are building walls. When children are being taken from their mothers and put in cages, you are acting with compassion and generosity and commonsense,&#8221; he said.</span></p>
<p style="text-align: justify;"><span style="font-size: 12pt;">&#8220;Because our so-called leaders, a sad parade of half-men, cowards, have not got the solutions &#8230; Once again Greece has shown us how to be civilized.&#8221;</span></p>
<p style="text-align: justify;"><span style="font-size: 12pt;">Nearly a million refugees passed through and got support from Greece in 2015, as the country was dealing with its own major financial crisis.</span></p>
<p style="text-align: justify;"><span style="font-size: 12pt;">U.S. President Donald Trump on Wednesday abandoned a policy of separating migrant children from their parents on the U.S.-Mexico border, after images of youngsters in cages sparked outrage at home and abroad.</span></p>
<p style="text-align: justify;"><span style="font-size: 12pt;">Sting told Reuters the family separation policy was &#8220;brutal&#8221; and &#8220;barbaric&#8221;.</span></p>

<p style="text-align: justify;">A mid-winter icy spell and snowstorms have gripped central and southeastern Europe for days, and parts of Greece have been covered in rare snow with temperatures dipping to -20 degrees Celsius this week. Snow also fell in Athens on Tuesday.</p>
<p style="text-align: justify;">More than 60,000 refugees and migrants have been trapped in Greece since Balkan countries along the main, northward overland route to wealthy western Europe sealed their borders last March. Most now live in overcrowded camps across Greece in abandoned factories or warehouses, or in tents which lack insulation or heating.</p>
<p style="text-align: justify;">&#8220;Cold, it&#8217;s very cold for children &#8211; it&#8217;s not like Syria,&#8221; said Rostam, a 34-year-old Syrian Kurd who has been living in a camp near the village of Ritsona in eastern Greece near Athens for 10 months with his wife and three young children.</p>
<p style="text-align: justify;">Temperatures hovered at -1 degrees at the camp, a collection shipping containers in a forest where clothes left on hanging on lines outdoors had frozen stiff.</p>
<p style="text-align: justify;">Humanitarian aid organizations, including the United Nations refugee agency UNHCR, have pressed Greece to quickly transfer those on freezing, snowbound Aegean islands to the mainland or other European countries.</p>
<p style="text-align: justify;">&#8220;The situation is very difficult and especially dangerous for children,&#8221; said George Protopapas, Greece director of international organisation SOS Children&#8217;s Villages.</p>
<p style="text-align: justify;">&#8220;Power outages, freezing temperatures, snow and freezing rain have hampered access to some refugee camps and created very hazardous conditions for all those in temporary shelters.&#8221;</p>
<p style="text-align: justify;">Conditions were considerably worse on the eastern Aegean island of Lesbos, where more than 5,000 asylum seekers have been waiting for months for their applications to be processed.</p>
<p style="text-align: justify;">Scores of summer tents weighed down by thick snow resembled igloos after several days of icy weather on the island. On Tuesday, the government said it was sending a naval ship to Lesbos to accommodate migrants. It was also scrambling to transfer others to hotels.</p>
<p style="text-align: justify;">&#8220;It is important to take immediate measures to ensure that men, women and children are housed in decent accommodation suitable for winter,&#8221; the Greek branch of global health charity Medecins du Monde said in a statement.</p>
<p style="text-align: justify;">For some refugees who have been in limbo in Greece for months, things have been worse.</p>
<p style="text-align: justify;">&#8220;It&#8217;s normal, we&#8217;re used to living like this,&#8221; said a 25-year-old Syrian who gave his name as Ahmad, one of the first to arrive in the Ritsona camp. &#8220;This is not one day or two days, this is 10 months.&#8221;</p>

<p style="text-align: justify;">Dear Sir,</p>
<p style="text-align: justify;">The pictures of the young Aylan Kurdi washed up on the shores of Bodrum are a shameful indictment of the lack of co-ordinated action by the European Union when the whole purpose of the European Union was to co-ordinate a joint response to issues affecting European states. This country has a proud heritage of providing shelter to refugees, including the Huguenots, Jewish communities, the Ugandan Asians and Kurdish refugees, to name just a few.</p>
<p style="text-align: justify;">The Prime Minister recently talked about British values. It is precisely the value of protecting human life and human rights that the rest of the world attaches to us as a country and by inaction and the closing of borders at a time of need, we are tarnishing the most beautiful of values on the assumption that we cannot cope. Yet, we are one of the wealthiest nations of the world and what use is such wealth when some in the world do not know where their next meal is coming from.</p>
<p style="text-align: justify;">We ask for compassion and care at this time of need instead of rhetoric and inaction.</p>

Hungary&#8217;s nationalist prime minister, Viktor Orb&#225;n, defended the erecting of a razor-wire fence on its southern border through the language of cultural and religious difference. Orb&#225;n stated that &#8220;most of them are not Christians, but Muslims,&#8221; and that &#8220;Europe and European identity is rooted in Christianity. Is it not worrying in itself that European Christianity is now barely able to keep Europe Christian?&#8221; Antal Rogan, the parliament caucus leader of Orb&#225;n&#8217;s Fidesz party, said on Tuesday that &#8220;the very existence of Christian Europe&#8221; was at stake. Rogan also told the pro-government newspaper Magyar Idok &#8220;Would we like our grandchildren to grow up in a United European Caliphate? My answer to that is no&#8221;. Ivan Metik, a spokesperson for Slovakia&#8217;s interior ministry spokesman said last month: &#8220;We want to help Europe with the migration issue. We could take 800 Muslims but we don&#8217;t have any mosques in Slovakia so how can Muslims be integrated if they are not going to like it here?&#8221; In July, Slovakia&#8217;s prime minister, Robert Fico, argued that Christians would cause less tension. <p>A footnote to Europe’s ongoing crisis is the rising use of anti-Muslim rhetoric. Hungary’s nationalist prime minister, Viktor Orbán, <a href="https://www.theguardian.com/world/2015/sep/03/migration-crisis-hungary-pm-victor-orban-europe-response-madness?CMP=share_btn_tw" target="_blank" rel="noopener">defended the erecting of a razor-wire fence on its southern border</a> through the language of cultural and religious difference.</p>
<p>Orbán <a href="https://www.theguardian.com/world/2015/sep/03/migration-crisis-hungary-pm-victor-orban-europe-response-madness?CMP=share_btn_tw" target="_blank" rel="noopener">stated</a> that “most of them are not Christians, but Muslims,” and that “Europe and European identity is rooted in Christianity. Is it not worrying in itself that European Christianity is now barely able to keep Europe Christian?”</p>
<p>Antal Rogan, the parliament caucus leader of Orbán’s Fidesz party, said on Tuesday that “<a href="https://uk.reuters.com/article/2015/09/01/uk-europe-migrants-hungary-idUKKCN0R13F620150901" target="_blank" rel="noopener">the very existence of Christian Europe</a>” was at stake.</p>
<p>Rogan <a href="https://uk.reuters.com/article/2015/09/01/uk-europe-migrants-hungary-idUKKCN0R13F620150901" target="_blank" rel="noopener">also told</a> the pro-government newspaper Magyar Idok “Would we like our grandchildren to grow up in a United European Caliphate? My answer to that is no”.</p>
<p>Ivan Metik, a spokesperson for Slovakia’s interior ministry spokesman said last month: “<a href="https://www.bbc.co.uk/news/world-europe-33986738" target="_blank" rel="noopener">We want to help Europe with the migration issue. We could take 800 Muslims but we don’t have any mosques in Slovakia so how can Muslims be integrated if they are not going to like it here?</a>”</p>
<p>In July, Slovakia’s prime minister, Robert Fico, <a href="https://www.dpa-international.com/news/international/christians-only-please-eastern-europe-hesitant-to-receive-refugees-a-45979801.html" target="_blank" rel="noopener">argued</a> that Christians would cause less tension. He added that terrorists might attempt to mingle among Muslim refugees.</p>
<p>Slovakia’s Muslim population totals just <a href="https://religiousreader.org/thousands-attend-anti-islamisation-rally-in-slovakia/" target="_blank" rel="noopener">0.2 per cent</a> in a country that is two-thirds Roman Catholic. Immigration remains a priority for many ordinary Slovaks. With that in mind, cultural anxieties are easier to manipulate. Hence why an ‘anti-Islamisation’ rally in Bratislava attracted <a href="https://religiousreader.org/thousands-attend-anti-islamisation-rally-in-slovakia/" target="_blank" rel="noopener">thousands</a> in July.</p>
<p>In the Czech Republic, a petition against Muslim migrants received 145,000 signatures. Milos Zeman, the Czech president, made a cultural argument against taking refugees fleeing Libya.</p>
<p>“<a href="https://religiousreader.org/europes-current-crisis-reflects-its-own-anxieties-about-muslims/%20&quot;Refugees%20from%20a%20completely%20different%20cultural%20background%20would%20not%20be%20in%20a%20good%20position%20in%20the%20Czech%20Republic,&quot;" target="_blank" rel="noopener">Refugees from a completely different cultural background would not be in a good position in the Czech Repulic</a>,” he was quoted as saying by a spokesperson.</p>
<p>Those considered ‘culturally closer’ Eastern European Slavs and Christians from Syria.</p>
<p>The decision by Czech police to write numbers of the hands of mainly Syrian refugees drew comparisons to Nazi Germany.</p>
<p>Poland agreed to accept 50 Christian families fleeing the Syrian civil war. But it outsourced that initiative to a private firm called <a href="https://www.thenews.pl/1/10/Artykul/213366,50-Syrian-Christian-families-arrive-in-Warsaw" target="_blank" rel="noopener">Estera</a>.</p>
<p>Miriam Shahed, who heads Estera, <a href="https://www.ft.com/cms/s/0/6edfdd30-472a-11e5-b3b2-1672f710807b.html#axzz3kgDJ8dHz" target="_blank" rel="noopener">told the FT</a> that ‘non-Christian’ refugees threaten Poland. She insisted that ISIS would not murder other Muslims because they ‘share’ identical beliefs. Shahed claimed that Islam represented a ‘totalitarian system’ and many Muslims are ‘criminals’.</p>
<p>This past April, Ukip leader Nigel Farage told BBC Breakfast “<a href="https://www.politics.co.uk/news/2015/04/22/refugee-crisis-only-take-in-christians-insists-nigel-farage" target="_blank" rel="noopener">[If] we have to give some Christians refugee status given that with Iraq and Libya there’s almost nowhere for them to go then fine but Europe can’t send the message that everyone who comes will be accepted</a>“. A position he took in 2013.</p>
<p>In light of Aylan Kurdi’s death, alongside members of his family, Farage <a href="https://www.independent.co.uk/news/uk/politics/refugee-crisis-nigel-farage-responds-to-outrage-over-syrian-child-image--with-isis-warning-10484027.html" target="_blank" rel="noopener">sought to shift the debate</a> by tweeting: “We must also establish who is a genuine refugee and to make sure they are not an extremist from Isis or other jihadi institutions”.</p>

To <a href="https://kenanmalik.wordpress.com/2011/10/20/the-myths-of-christian-europe/" target="_blank" rel="noopener">mythologise</a> Europe’s Christian identity and Muslim refugees as terrorists helps the extreme right (and others) demonise religious minorities. Europe’s own legacies and traditions of antisemitism and anti-Muslim feelings continue to ebb and flow. Both incorporate ‘biological’ and ‘cultural’ forms of racism. This racist tradition constructed both religious minorities as ‘foreign intruders’ in societies. Anxieties around cultural and religious difference fed the paranoia of societal change through demographics. A paranoia compounded through the nefarious and paradoxical antisemitic trope of disproportionate Jewish influence.</p>
<p>The specific cultural and religious anxieties tied to Muslim identity fed the conspiracy of ‘Islamisation’. A key component of this belief is ‘Dhimmitude’ a term coined by ‘pseudo-scholar’ Bat Ye’or. Ye’or contends that non-Muslims treaty for protection in ‘Muslim conquered’ lands. A notion that feeds a false narrative that Muslims receive legal and political favours in secular contexts. On the fringes, the far-right hint at a civil war that will bring ‘Islamisation’ through violence.</p>
<p>Anti-Muslim prejudice is also understood in the specific cultural and linguistic spaces of some European nations. In French it translates as Islamophobie, in Spanish the term translates to Islamofobia, or Islamofobi in a Scandinavian context. But how these prejudice experienced by Muslims in these countries translates from specific cultural vernaculars are not just linguistic points of difference. But link the political and social cultures of the countries in question.</p>
<p>The religions of Islam and Christianity are not predisposed towards prolonged conflict. Yet hostility stems from moments in history. Interested parties (and individuals) distort these events to push anti-Muslim narratives.</p>
<p>Not even the Crusades triggered all-out conflict between the two faiths. But often this controversial moment in history becomes a propaganda tool for extremists on both sides. Take for example the far-right appropriation of Knights Templar imagery.</p>
<p>Racialisation allows individuals to see Muslims as foreign bodies and non-white (even white converts are labelled p*kis and race traitors). Dehumanisation allows individuals to disassemble Muslim identity and reassemble the Muslim body in subhuman terms. In far-right circles, the terms ‘Mudscum,’ ‘Musrat/Muzrat/Muzzrat/Muzzie,’ and ‘MuSlime’ pop up in their echo chambers. Though the term ‘Mussie’ <a href="https://www.theage.com.au/afl/john-eren-mussie-comment-term-of-endearment-says-eddie-mcguire-20150809-giva9j.html" target="_blank" rel="noopener">holds</a> positive connotations in Australia.</p>
<p>In <a href="https://aeon.co/magazine/society/how-does-dehumanisation-work/" target="_blank" rel="noopener">a broader sense</a>, dehumisation helped Nazi Germany label Jews as the literal embodiment of vermin and disease; Hutu <i>génocidaires</i> labelled Tutsis as cockroaches; dehumanisation <a href="https://www.nytimes.com/2013/11/24/opinion/sunday/coates-in-defense-of-a-loaded-word.html" target="_blank" rel="noopener">aided</a> black enslavement in colonial times.</p>
<p>Outside of Europe, the Irish refugees of the Potato Famines of 1845 to 1846, and 1846 to 1847 experienced dehumisation upon entry to Canada. The elites of Toronto deemed the Irish uncivilised due to their religion, language and physical traits. In reality, this physical appearance owed to a minority of West Country Irish peasants, it fuelled the corrosive stereotypes of Irish identity. In short, to not be Protestant in this era of Toronto’s history created suspicion.</p>
<p>In spite of the true realities that underpin this crisis, kernels of hope do appear; but the rhetoric does echo a darker period of Europe’s history; and will not change soon.</p>
