Denmark is taking threats from the Islamist terrorist network al-Qaeda very seriously, Justice Minister Peter Hummelgaard said on Tuesday, according to broadcaster DR.

On Monday, reports had emerged that al-Qaeda was calling on Muslims to launch retaliation attacks for recent desecrations of the Koran in Sweden and Denmark.

The Danish domestic intelligence service PET had earlier confirmed a new threat against Sweden and Denmark, in response to Koran burnings in the two countries.

Several anti-Islamic protests involving the damaging and burning of the Koran in Sweden and Denmark have triggered protests in Muslim-majority countries in recent months.

The reactions in Iraq were particularly strong. In July, the Iraqi government expelled the Swedish ambassador, while demonstrators stormed the Swedish embassy in Baghdad and set fire to it.

The Koran burnings have been carried out by small groups seeking to provoke Muslims. The protests fall under freedom of speech in both countries and are legal.

Al-Qaeda is said to have posted an online statement calling for severe punishment against everyone involved in such acts, including blowing up Swedish and Danish embassies around the world.

But Hummelgaard reassured Danes that they should not be nervous. Police and secret services were keeping a very close eye on the situation, he said.

He reiterated that the government intended to ban the provocative Koran burnings, however it was initially unclear what steps would be taken.

The terror alert level in Denmark has not been raised, despite the multiple threats. It is currently on the fourth of five levels.

Shamima Begum was a London schoolgirl until Scotland Yard raised concerns she and two of her fellow pupils had travelled to Syria in February 2015.

The now 23-year-old was just 15 when she travelled to Istanbul in Turkey from Gatwick Airport to join the so-called Islamic State (IS) with her close friends at Bethnal Green Academy – Kadiza Sultana, 16, and Amira Abase, 15.

Despite her family’s warnings that Syria was a “dangerous place”, the then teenager, described as a “straight A student”, crossed the border just days later with the help of a Canadian spy named Mohammed Al Rasheed, according to reports.

In the Shamima Begum Story BBC podcast series, she said she was told to “pack nice clothes so you can dress nicely for your husband”.

Just 10 days after arriving in the city of Raqqa, Ms Begum, who is of Bangladeshi heritage, was married to a Dutchman named Yago Riedijk, who had converted to Islam.

They had three children together, who all later died from malnourishment or disease. They were a one-year-old girl, a three-month-old boy and newborn son.

Ms Begum left Raqqa with her husband in January 2017, but they were eventually split up, as she claimed he was arrested for spying and tortured.

She was eventually found nine months pregnant in a refugee camp in al-Roj in February 2019 by a Times journalist.

Ms Begum told the reporter it “didn’t faze me at all” when she saw her first “severed head”, but would “do anything required just to be able to come home”.

But the runaway schoolgirl said she did not regret travelling to IS-controlled Syria, saying she had a “good time”.

The then-Metropolitan Police commissioner Dame Cressida Dick said Ms Begum could expect to be “spoken to” if she returned to the UK.

In the same month, she was stripped of her British citizenship after announcing her desire to return to the UK with her then unborn third child.

The move was deemed only permissible under international law if it did not leave her stateless.

Since then, the former IS bride has been embroiled in a battle with the British legal system – she lost her latest legal challenge over the decision to deprive her of her British citizenship on Wednesday.

Ms Begum described the initial move to revoke her citizenship as “unjust on me and my son”.

The then-home secretary Sajid Javid said although he would never leave an individual stateless, his priority was the “safety and security” of the UK.

Mr Javid was criticised by Labour after Ms Begum’s son later died – with the then-shadow home secretary Diane Abbott describing the situation as “callous and inhumane”.

She lost her first appeal to return to the UK but successfully challenged the decision at the Court of Appeal.

But the Government submitted a fresh appeal, meaning her return was put on hold pending a Supreme Court battle.

She was dealt a fresh blow when the Supreme Court ruled she could not come back to the UK – leading to her begging the British public for forgiveness.

When she appeared on TV screens in September 2021, she had drastically changed her appearance – wearing a Nike baseball cap, a grey vest, Casio watch and with her fingernails painted pink.

Ms Begum said there was “no evidence” she was a key player in preparing terrorist acts and was prepared to prove her innocence in court.

She denied her Western physical appearance on Good Morning Britain – in stark contrast to the traditional Islamic dress she previously adorned – was a publicity stunt.

In the BBC podcast series released last month, she said she understood public anger towards her, but insisted she is not a “bad person”.

She told the podcast she accepted she is viewed “as a danger, as a risk”, but blamed her portrayal in the media.

Draft extracts of the long-delayed review into the Government’s counter-terrorism strategy have reportedly revealed that taxpayers’ money was handed to organisations that “had promoted extremist narratives”.

According to extracts in The Telegraph, key figures in organisations that receive funds from the Prevent programme are alleged to have supported the Taliban and even defended militant Islamist bodies banned in the UK.

The scheme’s aim is to safeguard vulnerable people from being drawn into terrorism.

The independent review by Sir William Shawcross, a former chairman of the Charity Commission, was delivered to the Home Office in late April but is still undergoing fact and legal checks.

The newspaper claims the review is expected to say that the “unacceptable” cases undermined Prevent’s ability to “effectively undertake counter-radicalisation” work and that “these findings raise serious questions about whether Prevent is knowingly taking this approach and, if not, whether it operates robust due diligence procedures and has an acceptable level of understanding of Islamist extremism”.

In the draft report, Sir William reportedly said he had examined the funding distributed by Prevent, finding that in some cases it went to organisations that had “promoted extremist narratives”.

The report reportedly cites four examples.

It also goes on to criticise the scheme for focusing too much on far-right extremism at the expense of the Islamist threat and for straying from its “core mission” of stopping people from becoming terrorists by putting too much emphasis on treating them as victims.

A Downing Street spokesman said: “The review will be published in due course. It remains right that we take the time to prepare and deliver a considered response.”

The spokesman also insisted Prevent “remains a vital tool for early intervention and safeguarding”.

The Prevent policy came under renewed scrutiny after it was revealed the home-grown terrorist who murdered Sir David Amess had been referred to the programme but continued to plot his attack in secret.

Prevent also featured in other recent cases, including that of Reading terror attacker Khairi Saadallah who murdered three men in a park and Sudesh Amman, responsible for stabbings in Streatham, both in 2020, as well as the 2017 Parsons Green Tube train attacker Iraqi asylum seeker Ahmed Hassan, among others.

The Home Office has been approached for comment.

A veteran Conservative MP was “assassinated” by a “committed, fanatical, radicalised Islamist terrorist”, who stabbed him to death in a church building while meeting with his constituents, a court heard.

Sir David Amess was fatally attacked by Ali Harbi Ali, who tricked his way into a face-to-face meeting with the 69-year-old Southend West MP at Belfairs Methodist Church in Leigh-on-Sea, Essex, on October 15 2021.

Ali, 26, is accused of the “cold and calculated murder”, and carrying out reconnaissance over several years on targets including the Communities and Levelling Up Secretary Michael Gove.

Tom Little QC, opening the case at the Old Bailey on Monday afternoon, told jurors: “This was nothing less than an assassination for terrorist purposes.

“It is a crime to which, we say, he has no defence.”

Mr Little said: “This is a case involving a cold and calculated murder, a murder carried out in a place of worship.

“A murder carried out because of a warped and twisted and violent ideology.

“It was a murder carried out by that young man (Ali) who for many years had been planning just such an attack and who was, and is, a committed, fanatical, radicalised Islamist terrorist.”

Mr Little said the attack was “no spur-of-the-moment decision”, and said he bought the knife used to attack Sir David five years earlier.

The prosecutor said: “He had for a number of years been determined to carry out an act of domestic terrorism.

“To that end, from at least May 2019 he researched and planned potential attacks on Members of Parliament and the Houses of Parliament.

“This included specific reconnaissance trips to a constituency surgery of Mike Freer MP and to the home address of Michael Gove MP.

“That researching and planning is the other offence he faces, namely preparing for acts of terrorism.

“To that offence he also has, we say, no defence.”

Ali, of Kentish Town in north London, appeared in the dock wearing a black robe and black-rimmed glasses.

He denies murder and one count of preparing acts of terrorism.

The trial continues.

A former member of the Defence Forces is seeking to have charges of being a member of so-called Islamic State (IS) and financing terrorism dropped at the Special Criminal Court.

Lawyers for Louth woman Lisa Smith, 39, have made an application for the case against her to be dismissed.

It is expected that they will argue there is not sufficient evidence to convict their client on any of the charges.

The case received widespread attention in 2019 when it emerged that Smith, a former Air Corps soldier who had worked on the Government jet, had been detained in Syria over alleged links to IS.

Smith was arrested at Dublin Airport in 2019 on suspicion of terrorist offences after returning from Turkey in November with her young daughter.

She had travelled to Syria a number of years ago after she converted to Islam.

Smith is charged under Section Six of the Criminal Justice (Terrorist Offences) Act 2005 which makes it an offence to join a foreign unlawful organisation.

It is alleged that between October 28, 2015 and December 1 2019 at a location outside the State, she was a member of a terrorist group styling itself as the Islamic State.

She has also been accused of financing terrorism, by sending 800 euro in assistance by Western Union money transfer to a named individual in 2015.

She has denied the charges.

The trial was scheduled to begin on Tuesday, but the non-jury court will first have to deal with pre-trial application.

A primary school teacher has been banned from teaching after sending thousands of pounds to individuals and groups linked to terrorism.

Miriam Sebbagh, 52, who worked at Hunwick primary school in Crook, County Durham, has been prohibited “indefinitely” from any classroom by the Teaching Regulation Agency (TRA).

It came after she was found to have made five payments worth £2,500 to a person linked to banned terrorist organisation Al-Muhajiroun (ALM), as well as sending extremist videos promoting violent jihad.

In July 2017, Ms Sebbagh was arrested by Counter Terrorism Policing North East (CTPNE) but the Crown Prosecution Service (CPS) decided there was “insufficient evidence” to charge her.

CTPNE “maintained a high level of concern” regarding Ms Sebbagh’s state of mind, her opinions and her actions as a teacher, and submitted that her conduct should be considered by the TRA.

A witness statement provided to the panel said: “Ms Sebbagh initially came to the attention of CTPNE following receipt of financial intelligence, which indicated that she had made several payments to an individual linked to Al- Muhajiroun, which is a proscribed terrorist organisation.

“The investigation identified that Ms Sebbagh sent five payments [of ] £2,500 from her account to the individual.”

A further seven payments totalling £1,310 were made between January 27 and July 5 2016 to an individual who is suspected to have left the UK and join the terrorist group calling itself Islamic State.

In 2017, a payment of £100 was made to an individual believed to have married a suspected ALM member and there was an unsuccessful payment in 2015 to an individual arrested over terrorism offences, the panel was told.

Police discovered £4,670 in a safe at her address in 2018 which was intended to fund terror attacks.

The money was forfeited under the Anti-Terrorism, Crime and Security Act 2001 and Ms Sebbagh was also ordered to pay costs of £12,654.

During a police interview on May 8 2018, Ms Sebbagh said she regularly donated to good causes including Muslim charities as part of her faith and denied making payments to those linked to terrorism.

A witness statement to the panel said: “Despite Ms Sebbagh’s assertion that the payments she had made were charitable in nature, the only ‘charitable’ aspects of those payments were to support fellow extremists whilst under criminal investigation for terrorist-related offences and/or to fund travel to join Isis or others who espouse hate.”

The panel also heard Ms Sebbagh had “strongly-held views” that violent jihad was the “correct interpretation of Islamic teaching”.

She had liked a number of pages on Facebook including those of individuals linked to IS, extremist views and hate speech, and had been trying to radicalise a friend with her beliefs about “violent jihad”.

Ms Sebbagh also sent four “extreme and concerning” videos to someone, one of which would be classified as a criminal offence to disseminate contrary to the Terrorism Act 2006.

Alan Meyrick, on behalf of the Education Secretary, made the decision to ban Ms Sebbagh due to the “seriousness of the allegations found proved against her”.

Ms Sebbagh did not attend the hearing, which took place on December 21.

The Home Secretary has said politicians will not be “cowed” following the fatal stabbing of MP Sir David Amess, which police believe may be linked to Islamist extremism.

Priti Patel visited the scene at Belfairs Methodist Church in Leigh-on-Sea on Saturday morning alongside Prime Minister Boris Johnson, Labour leader Sir Keir Starmer and Commons Speaker Sir Lindsay Hoyle to pay their respects to Sir David, less than 24 hours after he was killed at a constituency surgery.

Ms Patel said security measures were being put in place to protect MPs but vowed they will carry on serving the country unimpeded in the face of the attack, which the Metropolitan Police have declared was a terrorist incident.

Speaking at Southend Police Station, the Home Secretary said: “We will carry on, we live in an open society, a democracy. We cannot be cowed by any individual or any motivation… to stop us from functioning, to serve our elected democracy.”

Asked whether there could be a balance between the safety of MPs and the democratic process, she said: “It can be balanced, it can absolutely be balanced.”

Ms Patel said Sir David was “was killed doing a job that he loves, serving his own constituents as an elected democratic member and, of course, acts of this… are absolutely wrong, and we cannot let that get in the way of our functioning democracy.”

“So that is why there are measures under way right now – I convened meetings yesterday, I’ve been with the Speaker of the House, and with the police and our security services to make sure that all measures are being put in place for the security of MPs so that they can carry on with their duties as elected democratic members,” she added.

Sir David, 69, who had been an MP since 1983, was fatally injured while meeting constituents.

A 25-year-old man arrested at the scene on suspicion of murder is in custody at an Essex police station.

Official sources told the PA news agency the man is believed to be a British national with Somali heritage.

As part of the investigation, officers are also carrying out searches at two addresses in the London area, the Met said.

Scotland Yard said the country’s most senior counter-terror officer, Deputy Assistant Commissioner Dean Haydon, has formally declared the incident as terrorism and said early investigations have revealed “a potential motivation linked to Islamist extremism”.

Politicians put on a united front at the church on Saturday morning, with Mr Johnson and Sir Keir individually laying flowers outside the building.

But MPs have raised concerns over their safety at constituency surgeries following the attack, sparking a debate over whether they should continue in person.

Veteran Labour MP Harriet Harman said she will be writing to the Prime Minister asking him to back a Speaker’s Conference to review the safety of parliamentarians.

Tory MP Tobias Ellwood, who was hailed as a hero for his attempts to save the life of Pc Keith Palmer during the Westminster terror attack in 2017, said face-to-face meetings with MPs should be paused until a security review has been completed.

Investigators believe Sir David’s killer acted alone and are not seeking anyone else in connection with his death.

According to reports, the knifeman was waiting among a group of people to see Sir David at the church and launched the attack shortly after the MP arrived.

Local councillor John Lamb told the PA news agency he dashed to the church when he heard Sir David had been “stabbed multiple times”.

He said: “David was there holding his surgery at that Methodist church and this person had gone there to join the surgery and when he got the chance and he went in to be seen by David, then he drew a knife and stabbed him.”

By the time Mr Lamb arrived, police cordons were up and he could not get into the church.

He said: “We knew it must be very serious because the paramedics had been working on Sir David for over two-and-a-half hours and they hadn’t got him on the way to hospital. We knew it had to be extremely serious and that the worst scenario could occur – we were hoping it wouldn’t but it did. That was when we heard that he had died.”

The Conservative councillor said a worker from Sir David’s office who was in the surgery during the attack was “not in touch at the moment because it’s so distressing, she’s getting counselling at the moment”.

Mr Lamb previously told the Daily Mail that Sir David was with two female members of staff – one from his constituency office and one from his parliamentary office – when a man “literally got a knife out and just began stabbing him”.

Chief Constable of Essex Police Ben-Julian Harrington said Southend West MP Sir David was “simply dispensing his duties when his life was horrifically cut short”.

Tory veteran Sir David, who was described by Mr Johnson as “one of the kindest, nicest, most gentle people in politics” was married with five children.

The attack came five-and-a-half years after Labour MP Jo Cox was killed by a far-right extremist in her Batley and Spen constituency in West Yorkshire.

Extreme views like racism, homophobia and conspiracy theories are widespread in classrooms across England, a study suggests.

Schools lack the resources and training to teach pupils how to discuss or reject dangerous views, according to academics from the University College London (UCL) Institute of Education.

Their report, published days before the 20th anniversary of the 9/11 terror attacks in the United States, suggests schools’ efforts to build resilience to extremism in young people are “highly varied” due to limited space in the curriculum – and in some cases their approach to the issue is “tokenistic”.

Researchers, who spoke to 96 teachers in English schools as part of the study commissioned by education charity Since 9/11, found that staff are concerned about the increase in pupils looking at hateful online content online.

The findings come after the boss of MI5 revealed that agents are investigating teenagers as young as 13 linked to extreme right-wing terrorism.

In July, director-general Ken McCallum said the presence of teenagers is a “rising trend in MI5’s counter-terrorist case work” and is becoming more so in extreme right-wing investigations.

The majority of teachers spoken to by the researchers said they have heard pupils express far-right extremist views in their classroom, as well as “extremist views about women” or Islamophobia.

Nearly nine in 10 teachers have heard conspiracy theories being discussed by students – including the theory that American business magnate Bill Gates “controls people via microchips in Covid vaccines”.

Teachers raised concerns about pupils’ exposure to extremist views online, often claiming that this has been “exacerbated by the pandemic and lockdowns” – and the report suggests that conspiracy theories and online disinformation “is an emerging area that needs consideration”.

The study also found that many teachers do not talk about issues related to extremism in the classroom out of fear that they will get it wrong, “especially on matters related to race”.

Researchers carried out in-depth interviews with English and Religious Education teachers and safeguarding leads in schools, as well as a survey of teachers, and assessed a literature review of research examining how schools build resilience to extremism in students in England as part of the study.

Almost all the teachers surveyed had encountered “hateful extremism” in the form of racist views in the classroom, according to the report.

Dr Becky Taylor, from the UCL Centre for Teachers and Teaching Research, said: “This report shows that some schools fail to move beyond surface-level explorations of violence, extremism and radicalisation; however, it is without doubt that schools can play an important role.”

She added: “Education policies must consider the fact that some schools may need more help than others to build on what they already have in place.

“Engaging well with their local communities and ensuring that schools and teachers are supported and appropriately resourced can help young people to problematise ‘hateful extremism’.”

The study calls for teachers to be given better training to lead open discussions in the classroom about extremism so they can teach pupils how to reject, and respond to, dangerous ideologies.

The report concludes: “Much anti-extremism work is well-meaning but is stymied by overcrowded curricula, a lack of resources, a desire to perform policy for Ofsted, and a mandate to detect and report vulnerability to radicalisation rather than necessarily stamp out its root causes.”

Kamal Hanif, a trustee of Since 9/11 and executive principal of Waverley Education Foundation in Birmingham, called the research “a wake-up call”.

He said: “We urgently need to equip schools with the tools to teach pupils how to reject extremist views. Dangerous ideologies must never be swept under the carpet.

Mr Hanif added: “The findings of this study are particularly pertinent as we approach the 20th anniversary of 9/11. Children in school today were not yet born when the attacks took place.

“Indeed, many of their teachers were themselves only children at the time. It’s vital that we all learn about the attacks themselves and their ongoing impact.”

Geoff Barton, general secretary of the Association of School and College Leaders (ASCL), said: “Schools have an important role to play in educating young people about the false premises and dangers posed by extremist ideologies, but they cannot do this alone and more support is needed.

“The reality is that schools have to juggle multiple demands on their time in the context of packed timetables and severe funding constraints, all at a time when our society has undergone a digital revolution which allows people to spread hateful views at the click of a button.”

A Department for Education spokesperson said: “As this report shows, schools and teachers are generally confident teaching about issues related to extremism.

“The new Relationships, Sex and Health Education curriculum requires secondary age pupils to be aware of laws relating to terrorism and hate crime, and the Educate Against Hate website features over 150 free resources to help pupils, teachers and parents tackle radicalisation in all its forms.

“We continue to look at what further support we can provide to schools, and will shortly launch further resources specifically focused on harmful online content.”

A terror suspect who cut off his electronic tag before taking a taxi to London has been jailed for more than three years.

The man, who can only be identified as LF, is a senior leader of the banned extremist group Al-Muhajiroun (ALM).

He was sentenced at the Old Bailey on Monday after pleading guilty last week to six counts of breaching a Tpim (Terrorism Prevention and Investigation Measures) order.

Tpim notices allow the authorities to monitor suspected terrorists who are not subject to criminal charges.

LF was first made subject to a two-year Tpim in October 2016 and was sentenced to two years imprisonment, suspended for two years, in May 2019 after he was convicted of breaching the conditions.

Home Secretary Priti Patel imposed a second Tpim in November 2019 because he had continued to engage in terrorism-related activity, including acting for the benefit of ALM, possessing Islamist extremist material and encouraging terrorism.

“LF met with other ALM members in London and elsewhere,” said prosecutor Kate Wilkinson. “LF twice hosted ALM meetings in his own home.”

The court heard that LF obtained an unauthorised “burner” mobile phone and £90 in cash to pay for a taxi to London in the early hours of September 15 last year after removing his electronic tag.

When police forced entry to his flat, it smelled strongly of smoke and it appeared that items, including paper, had been burnt.

LF was arrested on the morning of September 16 outside a supermarket in south-east London after calling his solicitors, who told police where to find him.

The court heard that checks at UK ports to make sure he did not flee the country caused nine-hour tailbacks for travellers.

Judge Anthony Leonard QC jailed LF for three years and two months, including concurrent sentences of two years and four months for the Tpim breaches and a 10-month prison term for breaching his suspended sentence.

“The Secretary of State was right to decide you were a senior leader in ALM, having a leading role in communications, including encouraging others to travel to Islamic State-controlled territory, and logistics,” he said.

“You are not suspected of personally carrying out terrorist attacks in this country.”

The judge said LF’s fear of his suspended sentence being activated after a probation officer upgraded his risk from “serious” to “very serious” had acted as the “catalyst” to him absconding.

“Fortunately, you came to your senses and probably your best mitigation is that you arranged to give yourself up on September 16,” he told LF, who was appearing by video-link from Frankland Prison in Durham.

Catherine Oborne, defending, said an assessment by the Home Secretary found the breach did not pose a risk to national security.

“The intention was not to engage in terrorist activity or criminal activity,” she said.

“He recognises what he did was a mistake and that he intends to have a better attitude to the order going forward.”
