Usman Khan’s path to his death on London Bridge at the hands of police marksmen followed a long history of involvement in extremism.

He killed his two victims at Fishmongers’ Hall at an event which had been intended to celebrate prisoners who had taken steps on the path to reform.

Here is a timeline of his life which ended after his fatal journey to London.

– March 10 1991: Usman Khan is born in Stoke-on-Trent.

– 2008 Khan begins preaching on behalf of terrorist organisation al-Muhajiroun in his home town, and distributing extremist leaflets. The house where he is staying is raided by police, but no action follows.

– 2010: Aged 19, Khan is convicted of terrorism offences for his role trying to set up an extremist training camp in Pakistan and spends the next eight years in jail.

– January 2011: While behind bars, Khan suggests he has access to a weapon and would “do someone in the eye or neck” and wants to die and go to paradise.

– March 2011: Khan and others are involved in an attack on another prisoner to shouts of “Allahu Akbar”.

– November 2011: He shouts during the two-minute silence for Armistice Day.

– June 2012: Khan recites a poem which includes the line “cut off the kuffar’s (non-believer’s) head”.

– May 2013: A stockpile of chemicals is found in Khan’s cell which would not have been capable of making a bomb but is still considered “very concerning” by prison staff.

– November 2013: A Church of England chaplain is injured during an assault by Khan on another prisoner. On the same day, a razor blade is found in Khan’s cell.

– March 2017: Now at HMP Whitemoor, Khan talks about his Muslim faith with Michael Adebowale, who murdered Fusilier Lee Rigby.

– June 2017: Khan is considered to be an “influential” terrorist prisoner involved in “extremist bullying”.

– August 2017: He is reported as laughing or cheering about the Barcelona terror attack.

– November 2017: He applies for his first course with Learning Together, studying creative writing. He goes on to complete a series of courses with the scheme at HMP Whitemoor.

– April 2018: A psychologist’s report finds that Khan is polite to staff, well involved in his education and in one incident stopped other prisoners getting involved when two other inmates were fighting.

– June 2018: While Khan’s behaviour has apparently begun to improve, a prison report warns: “He may be behaving in a deceptively compliant manner in order to facilitate his release.”

– October 2018: Intelligence on Khan suggests he will “return to his old ways”, interpreted as meaning terrorism. However, he has also engaged positively with the Learning Together scheme.

– December 2018: Khan is released from jail on various licence conditions and lives in Stafford. He is visited regularly by probation staff and the police, who are not told of intelligence concerns that he may be faking compliance.

– March 2019: Khan maintains contact with Learning Together and is involved with filming a video for the organisation.

– June 2019: He attends a Learning Together event at one of his former prisons, HMP Whitemoor.

– August 2019: Khan is discussed at a Multi-Agency Public Protection Arrangements (Mappa) meeting of probation, police and security officials. A decision is apparently made that Khan can travel to London for the Learning Together anniversary event at Fishmongers’ Hall in November, but there is no written record made of what is said.

– October 2019: Khan moves to his own flat and spends hours in the darkened apartment playing video games and watching DVDs. He has trouble getting employment.

– November 19: At another Mappa meeting Khan’s trip to London is discussed only in terms of logistics, not the risk Khan poses. MI5 said the trip would have provided useful information on whether they could close their file on him, but failed to provide surveillance as intended.

– November 28: Khan gets his hair and beard trimmed in preparation for the attack, and at Stafford market buys the knives he will use to kill Jack Merritt and Saskia Jones.

– November 29: Khan murders the two Cambridge graduates and injures three others at Fishmongers’ Hall, before he is shot dead by police on London Bridge.

Police failures to investigate the gym attended by the London Bridge attackers and a primary school where two of them worked were “a very real missed opportunity” to stop the atrocity, an inquest has heard.

Khuram Butt attended and worked at the Ummah Fitness Centre in Ilford which was run by a suspected extremist Sajeel Shahid, the Old Bailey heard.

Fellow attackers Rachid Redouane, 30, and Youssef Zaghba, 22, were also regulars at the site, although police investigating Butt were not aware that it was a “significant” location.

Butt also worked most days at Ad-Deen Primary School in Ilford, but police had been given intelligence that he was employed at other schools and failed to discover where he actually worked. Zaghba also volunteered at the school.

The trio killed eight people and injured 48 others in a van and knife attack at London Bridge and Borough Market on June 3, 2017.

They mowed down pedestrians on London Bridge before rampaging through Borough Market, stabbing innocent people at random.

Xavier Thomas, 45, Christine Archibald, 30, Sara Zelenak, 21, Sebastien Belanger, 36, James McMullan, 32, Kirsty Boden, 28, Alexandre Pigeard, 26, and Ignacio Echeverria, 39, died in the attack, which lasted less than 10 minutes.

A senior counter-terrorism police officer, identified only as Witness M, continued giving evidence to the inquests into their deaths on Wednesday.

Gareth Patterson QC, representing six of the victims’ families, suggested the police failure to look at the gym and the school was “a very real missed opportunity in the months leading up to the attack”.

Witness M said: “There was no intelligence that suggested the gym was significant prior to the attack and we followed the intelligence around a number of schools and it was uncorroborated.”

Asked if he believed opportunities to stop the terror plot were missed, he said: “There is nothing I could look back on and say ‘this was a missed opportunity around a significant disruption’, nor was there anything that we had in our possession at the time that indicated any attack was being planned.”

Mr Patterson suggested extremist material found on Butt’s phone and laptop when he was arrested for fraud in 2016 showed he had an “obsession” with Isis and a willingness to die.

The material included images of Isis executions and suicide bombers, a terrorist propaganda magazine Dabiq, pictures of Isis captives with guns held to their head, and an image of a man with a spade embedded in his face.

There was also a home video of Butt cutting the throat of a cow and comparing it to the massacre of 600 Jewish men.

WhatsApp messages had been exchanged with the extremist preacher Ahmed Musa Jibril asking if people have visions of the future before death, and Jibril suggested he would see Butt in paradise.

Witness M said: “This rhetoric, this conversation, this mindset we see right the way across the spectrum of all the subjects of interest we deal with. None of this material shows that he was planning for an attack or that any offence had been committed.”

Floodgates could be opened for Islamic State supporters coming back to the UK if Shamima Begum succeeds in getting back into the country, a former counter-terrorism police chief has warned.

Scott Wilson, who helped lead the response to the 2017 London Bridge attack, said monitoring the teenager would cost millions of pounds and the security services and police would “never be able to take their eye off her” if she did return.

Begum, who left her east London home to join IS in Syria in 2015, wants to return to the UK for the sake of her newborn third child, but has been stripped of her British citizenship.

Home Secretary Sajid Javid made the move on advice that she qualified for Bangladeshi citizenship through her mother, although authorities there have said they will not let her enter the country.

Mr Wilson, who was UK National Counter Terrorism Co-ordinator for Protect and Prepare until last summer, said: “When you look at all the background to her going out there, I know they are trying to say she was a groomed child, but there was a lot of planning that went in with her and her group to get herself out there.

“It’s not just the bringing her back, the deradicalisation programme; the security services will end up spending years monitoring her.

“They will never be able to take their eye off her for the simple reason that they don’t know what could happen. If she did do something in the UK, the Government and the security services would get the blame for it.

“It’s the millions of pounds of monitoring that it’s going to cause, not just the bringing her back and putting her through a deradicalisation programme.”

Last week, Oxford-born terror suspect Jack Letts, known as Jihadi Jack, said he wants to return to the UK, and misses his mother, pasties and Doctor Who.

It was also reported that Abu Hamza’s son, Sufyan Mustafa, 23, is fighting the decision to revoke his British passport.

Mr Wilson believes a slew of suspected IS supporters will want to return to the UK if Begum succeeds in doing so.

“I don’t think the British Government should give her the way to get her out of Syria and get her back here, that’s the point,” he said. “If she gets back here then it’s on their plate to deal with it.

“If you start making a free way for them to get back then where do you stop?

“I can see floodgates opening. I don’t think we should make it easy. If you make it easy then you’re just opening the floodgates for it and suddenly you’re monitoring people forever.

“I don’t sound very sympathetic because I just see the consequences. I dealt with London Bridge on the streets.

“When you see the consequences of this, I just think this country can be too sympathetic at times. She made the decision so she will have to stick to the decision she made.”

Begum’s father, Ahmed Ali, said his 19-year-old daughter should face justice in Britain despite previously appearing to back the removal of her citizenship.

The teenager, who married Dutch IS fighter Yago Riedijk, had two older children who both died.

Mr Ali told ITV News: “I don’t think he’s (Sajid Javid) done the right thing because she is a British citizen, and if it turns out she has committed any crimes, then she should face justice in the UK.

“She belongs to this country, she belongs to England.

“My daughter was a little child, she made a mistake, she didn’t properly understand.”

Manchester, Westminster and now London Bridge. Many lives, families and communities deeply affected by the actions of Islamist terrorists who have tried to attack the peace of our country. The list sadly continues on as 6 are reported to have been murdered last night by what looks like another Islamist terrorist attack.

It is clear that Islamic State has influenced some of the actions of terrorists through calls to disrupt and harm people and communities by the use of vehicles and knives. This fits into the modus operandi of the terrorists that attacked London yesterday.

At this time, we ask that people reflect and think about those who have died and who have been injured. There will be lost of commentary in the coming days about extremism and terrorism, though at this time, we need to remember the many who have been murdered on our streets because of such attacks.

London will remain strong and resilient. This does not mean that we are weak or complacent as a City. What it means is that it redoubles our joint efforts to tackle the extremist rhetoric that fuels terrorism, as well as working closely with law enforcement agencies.
