Italy is taking in thousands of boat migrants every week for a third year in a row, and friction is common between them and those who live along the path many take on their journey towards northern Europe.

Set up by volunteers, the Baobab centre, by Rome’s Tiburtina train station, was shut down by police in December in the wake of the Paris attacks and because the European Union wants Italy to stop migrants from moving on, not help them to do so.

But Baobab volunteers quickly set up a camp on the street in front of the old shelter with tents and chemical toilets, serving three meals a day, and migrants have flocked there in their thousands.

“We can’t open our windows because of the stench,” said Valeria, who lives with her six-year-old son and husband next to the camp in Via Cupa – Gloomy Street in English.

“The chemical toilets are never cleaned and dirty water leaks onto the street. It’s inhumane for them and for us.”

Baobab organisers estimate 40,000 have come through in the past year. Last week, about 300 men, women, children and teenage boys slept on mattresses laid out on the road, and the numbers are expected to rise as the summer wears on.

On one afternoon last week, a mother bathed her baby in a plastic tub, young men played table football, and women braided each other’s hair on a wicker couch – all in under the hot sun.

Residents and Baobab volunteers alike have been calling on Rome’s city government to provide a more suitable location, but after more than seven months none has been found.

The administration of Rome’s new mayor Virginia Raggi, elected in June, is working with institutions and humanitarian groups to come up with a plan by Aug. 15 to get the migrants off the road and into a more adequate location, the city’s social affairs office said in a statement.

Italy has been on the front line of Europe’s immigration crisis, taking in more than 420,000 boat migrants since the start of 2014, official figures show.

The state provides shelter to some 140,000 asylum seekers – seven times more than it did in 2013 – in centres up and down the Italian peninsula.

POST-ATTACK FEARS

Volunteers argue that shelters for migrants in transit are needed not only for humanitarian reasons, but also to keep them out of the hands of criminal people smugglers.

During one afternoon in late July, two Baobab volunteers escorted four young Eritreans to buy bus tickets for Milan. Their final destinations were Germany, Norway and Holland.

“Had we not helped them, they could have fallen prey to people smugglers,” said Sergio, a retired civil servant and Baobab volunteer.

Residents and businesses are also worried about security.

At the end of July, in the wake of violent attacks in Europe that killed hundreds of people, an insurance office that employs 19 people relocated to another part of Rome from Gloomy Street, saying both clients and employees no longer felt safe there.

“Everyday there are attacks around Europe,” said Gianluca Fasano, owner of the insurance office. “We have no idea who is staying there. We hope they’re all good people, but we don’t know.”

Eritrean, Somali and Sudanese are the most common nationalities found at Baobab because they often have family members already living in other countries. Typically they stay no longer than two or three days before moving on.

Baobab is fully operated by volunteers – doctors, retired civil servants, designers and others – and funded by donations. Each week its Facebook page asks for specific items, such as small-size men’s shoes or Ibuprofen. Someone donated a car battery so migrants can charge their phones.

“We’re the first to say that the situation is inadequate,” said Francesca Del Giudice, a Baobab founder. “We don’t think it’s a dignified shelter for them. We want to take them off the street; instead they’re sleeping on the street.”

Pope Francis took three families of Syrian refugees back to Rome on Saturday after visiting the frontline of Europe’s migrant crisis at a camp in Greece where migrants wept at his feet, kissed his hand and begged for help.

At a sprawling fenced complex on the Aegean island of Lesbos, adults and children broke down in tears before the head of the Roman Catholic Church, after their onward journey to Europe was cut short by an EU decision to block a migrant route used by a million people fleeing conflict since early 2015.

While borders have now largely been shut for migrants, Francis symbolically took a small group of refugees with him on his aircraft as he left the island after a five-hour visit.

“The Pope has desired to make a gesture of welcome regarding refugees, accompanying on his plane to Rome three families of refugees from Syria, 12 people in all, including six children,” a Vatican statement said, adding that they were all Muslims.

The pope told reporters on the plane back from Lesbos that it had been the idea of one of his aides and that he had immediately agreed.

“I felt the spirit was talking to us,” he said, adding that “everything was done according to the rules”, with documents provided by Italy, the Vatican and Greece.

Asked why they were all Muslim, he said there was something wrong with the papers of a Christian family that had originally been on the list.

The refugees had arrived on Lesbos before a deal between the EU and Turkey came into effect to halt the migrant flow on March 20 and were staying at a different, open camp on the island.

The pope stressed that taking them to Rome was a humanitarian, not a political, gesture.

Sant’Egidio, a Christian community which offers help for those in need and is headquartered in Rome, will help the families to settle and to find jobs but the costs will be covered by the Vatican, Francis said.

“YOU ARE NOT ALONE”

Earlier Francis, leader of the world’s 1.2 billion Roman Catholics, shook hands with hundreds of people as hundreds more were penned behind metal barriers at the Moria camp. It holds a total of about 3,000 people.

“Freedom, freedom,” migrants chanted as he walked through the hillside facility in scorching sun. Some women ululated.

“I want to tell you, you are not alone,” he told them.

“As people of faith, we wish to join our voices to speak out on your behalf. Do not lose hope!” he said, flanked by Patriarch Bartholomew, spiritual leader of the world’s Orthodox Christians, and Greek Archbishop Ieronymos.

On at least three occasions, adults fell to the feet of the pontiff, weeping and begging for help. One woman wearing a crucifix broke through a police cordon and flung herself at Francis’s feet.

“No camp, no camp,” sobbed the woman, who appeared to be in her early thirties. “I want to go.”

In a tent where Francis met with migrants, a little girl with pigtails dressed in pink and white bowed at his feet. As he helped her up, she cried uncontrollably. An adult man broke down. Migrants slipped pieces of paper into his hand as F Francis passed by, which he handed to an aide.

The pope later told reporters the experience was “to cry for”.

The pope has often defended refugees and urged Catholic parishes in Europe to host them. His first trip after becoming pontiff in 2013 was to the Sicilian island of Lampedusa, which, like Lesbos, has received thousands of refugees.

Hundreds of people have died making the short but precarious crossing from Turkey to the Lesbos shores in inflatable dinghies in the past year, and the island is full of unmarked graves.

Francis and Orthodox leaders threw wreaths into the sea to commemorate those who have died.

In another frame, lettering referring to Belgium is seen to crumble apart in the video entitled, “Fight them, Allah will punish them by your hands”. Footage showing the attacks on the Twin Towers on 9/11 are highlighted and also show the ideological roots of Daesh with its Al Qaeda influences.

The narrator goes onto say:

“If it was Paris yesterday, and today in Brussels, Allah knows where it will be tomorrow?”

“Maybe it will be in London or Berlin or Rome.”

The video is the latest in a line of releases, though the release may well be associated with two objectives. The first is to promote fear and the second is to try and recruit individuals who may be succeptible to the messages of Daesh. Regarding the latter, the influence of Daesh may be waning after high profile murders of people in Paris and Brussels, which also led to revulsion within Muslim communities. In the meantime, all Europeans can do, is to remain vigilant and carry on with their lives as normally as possible.
