<p style="text-align: justify;">Milorad Dodik said the U.S. Agency for International Development (USAID) was implementing its aid programme through non-government organisations to conceal what he said was its real agenda of countering Russian influence in the region.</p>
<p style="text-align: justify;">&#8220;Aiming to directly interfere in internal affairs of the Republika Srpska and Bosnia, USAID &#8230; tries to avoid all institutions and to grant funds under cover of the alleged fight against crime and corruption,&#8221; Dodik said.</p>
<p style="text-align: justify;">Dodik, a critic of the West who favours closer ties with Russia, accused the central Bosnian government of conspiring with USAID in the matter and said that NGOs in the Serb Republic which receive USAID funding would be investigated.</p>
<p style="text-align: justify;">Bosnia is divided into a Serb Republic and an entity for its Muslim Bosniak and Croat populations, which are linked via a weak central government.</p>
<p style="text-align: justify;">The U.S. Embassy dismissed Dodik&#8217;s accusations.</p>
<p style="text-align: justify;">&#8220;Once again, the assistance of the people of the United States is being used to support wild conspiracy theories in the interest of election campaigning in Bosnia,&#8221; it said in a statement.</p>
<p style="text-align: justify;">The embassy said it was still negotiating with the Bosnian central government programmes worth a total $8 million to help combat graft, and it accused Dodik of trying to mislead the public and intimidate USAID partners.</p>
<p style="text-align: justify;">Bosnia&#8217;s Prime Minister Denis Zvizdic also dismissed Dodik&#8217;s allegations, saying the programmes accepted by the Council of Ministers were only at an initial stage and could not influence the election process.</p>
<p style="text-align: justify;">Dodik, who has been blacklisted by the United States for pushing for an illegal referendum on an illegal holiday, has often accused Western governments of being biased against Serbs.</p>
<p style="text-align: justify;">Political analysts said Dodik&#8217;s rhetoric showed he had begun early campaigning for Bosnia&#8217;s parliamentary and presidential elections on Oct. 7. He plans to run for the Serbs&#8217; seat in Bosnia&#8217;s tripartite inter-ethnic presidency.</p>
<p style="text-align: justify;">Last month, Dodik also accused Britain of sending intelligence specialists to Bosnia to meddle in the election campaign. Britain said he was &#8220;inventing fake threats&#8221; as part of his election campaigning.</p>

<p style="text-align: justify;">Facebook CEO Mark Zuckerberg said the accounts identified on his company&#8217;s platform were part of two separate campaigns, the first from Iran with some ties to state-owned media, the second linked to sources which Washington has previously named as Russian military intelligence services.</p>
<p style="text-align: justify;">Officials in Iran, where it is a holiday to mark the Muslim Eid al-Adha festival, were not immediately available to comment. Moscow has repeatedly denied using hacking or fake social media accounts to influence foreign elections. The Russian embassy in Washington did not immediately respond to a request for comment.</p>
<p style="text-align: justify;">The move by Facebook and others is the latest attempt by global social media giants to guard against political interference on their platforms. It comes as concerns are rising about foreign attempts to disrupt the U.S. midterm elections in November.</p>
<p style="text-align: justify;">The United States earlier this year indicted 13 Russians for alleged attempts to meddle in U.S. politics, but the latest alleged Iranian activity, exposed by cybersecurity firm FireEye Inc. suggests the problem may be more widespread.</p>
<p style="text-align: justify;">&#8220;It really shows it&#8217;s not just Russia that engages in this type of activity,&#8221; Lee Foster, an information operations analyst with FireEye, told Reuters.</p>
<p style="text-align: justify;">FireEye said the Iranian campaign used a network of fake news websites and fraudulent social media personas spread across Facebook, Instagram, Twitter, Google Plus and YouTube, to push narratives in line with Tehran&#8217;s interests.</p>
<p style="text-align: justify;">The Iranian mission to the United Nations did not respond to a request for comment.</p>
<p style="text-align: justify;">The activity was aimed at users in the United States, Britain, Latin America and Middle East up through this month, FireEye said, and included &#8220;anti-Saudi, anti-Israeli, and pro-Palestinian themes&#8221; as well as advocacy of policies favorable to Iran such as the U.S.-Iran nuclear deal.</p>
<p style="text-align: justify;">FireEye said the Iranian activity did not appear &#8220;dedicated&#8221; to influencing the upcoming election, though some of the posts aimed at U.S. users did adopt &#8220;left-leaning identities&#8221; and took stances against President Donald Trump.</p>
<p style="text-align: justify;">That activity &#8220;could suggest a more active attempt to influence domestic U.S. political discourse&#8221; is forthcoming, Foster said, but &#8220;we just haven&#8217;t seen that yet.&#8221;</p>
<p style="text-align: justify;"><strong>&#8216;DISTINCT CAMPAIGNS&#8217;</strong></p>
<p style="text-align: justify;">Facebook said the Russia-linked accounts it removed were engaged in &#8220;inauthentic behavior&#8221; related to politics in Syria and Ukraine. It said that activity did not appear to be linked to the Iranian campaign.</p>
<p style="text-align: justify;">&#8220;These were distinct campaigns and we have not identified any link or coordination between them. However, they used similar tactics by creating networks of accounts to mislead others about who they were and what they were doing,&#8221; the company said in a statement.</p>
<p style="text-align: justify;">Facebook last month removed 32 pages and accounts tied to another misinformation campaign without describing its origins, but which U.S. lawmakers said likely had Russian involvement.</p>
<p style="text-align: justify;">Microsoft said this week that hackers linked to the Russian government sought to steal email login credentials from U.S. politicians and think tanks, allegations the Russian foreign ministry described as a &#8220;witch-hunt.&#8221;</p>
<p style="text-align: justify;">FireEye said the U.S.-focused Iranian activity ramped up last year, just months after Trump took office, with websites and social media accounts posting memes and articles, some of which were apparently copied from legitimate U.S. and Iranian news outlets.</p>
<p style="text-align: justify;">In some cases, the domains for the fake websites like &#8220;US Journal&#8221; and &#8220;Liberty Free Press&#8221; were originally registered years before the 2016 election, in 2014 and 2013, but most remained inactive until last year, FireEye said.</p>
<p style="text-align: justify;">Arabic-language, Middle East-focused websites appear to be part of the same campaign, the company added.</p>
<p style="text-align: justify;">The technology companies variously said they linked the accounts to Iran based on user phone numbers, email addresses, website registration records and the timing of account activity matching Iranian business hours.</p>
<p style="text-align: justify;">FireEye expressed &#8220;moderate confidence&#8221; about the Iranian origins, but said it has not been able to tie the accounts back to a specific organization or individuals.</p>
<p style="text-align: justify;">Hundreds of thousands of people followed one or more of the Facebook pages implicated in the campaign, Facebook said.</p>
<p style="text-align: justify;">It shared examples of removed posts, including a cartoon depicting an Israeli soldier executing a Palestinian and a fake movie poster showing President Trump embracing North Korean leader Kim Jong-un.</p>
<p style="text-align: justify;">Postings cited by FireEye expressed praise for U.S. politicians and other Twitter users who criticized the Trump administration&#8217;s decision in May to abandon the Iranian nuclear pact, under which Iran had agreed to curb its nuclear weapons program in exchange for loosening of sanctions.</p>
<p style="text-align: justify;">Some Twitter and Facebook accounts were designed to appear as if they were real people in the U.S., Britain and Canada, according to FireEye. The accounts used a combination of different hashtags to engage in U.S. culture, including &#8220;#lockhimup,&#8221; &#8220;#impeachtrump&#8221; and &#8220;notmypresident.&#8221;</p>
<p style="text-align: justify;">Twitter, which called the effort &#8220;coordinated manipulation,&#8221; said it removed 284 accounts.</p>
<p style="text-align: justify;">Facebook said it removed 254 pages and 392 accounts across its flagship platform as well as its Instagram service. Some of the accounts had events and groups associated with them.</p>
<p style="text-align: justify;">The accounts spent about $12,000 to advertise through Facebook and Instagram using a variety of currencies, Facebook said. The company said it had notified the U.S. Treasury and State departments of the purchases, which may potentially violate sanctions.</p>
<p style="text-align: justify;">Alphabet, which includes Google and YouTube, did not respond to a request to comment.</p>

<p style="text-align: justify;">U.S. newspapers across the country ran editorials last Thursday defending freedom of the press in response to President Donald Trump calling some media organizations enemies of the American people.</p>
<p style="text-align: justify;">&#8220;To label the press in this way is very worrisome,&#8221; U.N. High Commissioner for Human Rights Zeid Ra&#8217;ad al-Hussein said in a wide-ranging interview days before his four-year term ends.</p>
<p style="text-align: justify;">&#8220;The President should be aware that a heavy responsibility lies on his shoulders when it comes to the way in which the media is being portrayed,&#8221; Zeid said, speaking to Reuters, Associated Press and Agence France Presse in his Geneva office.</p>
<p style="text-align: justify;">&#8220;Because it also has a demonstration effect, other leaders in authoritarian settings will do same thing. We&#8217;ve seen now how they mimic President Trump and so what could already be a difficult situation in other countries becomes even more difficult for the press to operate and for journalists to uncover stories and for lawyers to do their work and for human rights defenders to do their work,&#8221; he added.</p>
<p style="text-align: justify;">Trump&#8217;s comments reflect a view held by many conservatives that many media outlets distort, make up or omit facts because of a bias against them. The Republican president has said he supports the principle of press freedom, but has described much of what the media publishes as &#8220;fake news&#8221;.</p>
<p style="text-align: justify;"><strong>VETOES, CRISES</strong></p>
<p style="text-align: justify;">Zeid has been outspoken about human rights violations, earning rebukes from the United States and its ally Israel, as well as China, Myanmar, Hungary, Syria, and his native Jordan.</p>
<p style="text-align: justify;">On Monday, he criticised world powers in the U.N. Security Council &#8211; singling out the United States, Russia and China &#8211; for casting vetoes and preventing resolution of crises or their being referred to the International Criminal Court (ICC).</p>

<p style="text-align: justify;">The software giant said it thwarted the attempts last week by taking control of sites that hackers had designed to mimic the pages of The International Republican Institute and The Hudson Institute. Users were redirected to fake addresses where they were asked to enter usernames and passwords.</p>
<p style="text-align: justify;">There was no immediate comment from Russian authorities, but the Kremlin was expected to address the report later on Tuesday. It has regularly dismissed accusations that it has used hackers to influence U.S. elections and political opinion.</p>
<p style="text-align: justify;">Casting such allegations as part of an anti-Russian campaign designed to justify new sanctions on Russia, it says it wants to improve not worsen ties with Washington.</p>
<p style="text-align: justify;">&#8220;We’re concerned that these and other attempts pose security threats to a broadening array of groups connected with both American political parties in the run-up to the 2018 elections,&#8221; Microsoft said in a blog post overnight.</p>
<p style="text-align: justify;">The International Republican Institute has a roster of high-profile Republican board members, including Senator John McCain of Arizona who has criticized U.S. President Donald Trump&#8217;s interactions with Russia, and Moscow&#8217;s rights record.</p>
<p style="text-align: justify;">The Hudson Institute, another conservative group, has hosted discussions on topics including cybersecurity, according to Microsoft. It has also examined the rise of kleptocracy, especially in Russia and has been critical of the Russian government, the New York Times reported.</p>
<p style="text-align: justify;">“They (the Russians) are pursuing attacks that they perceive in their own national self-interest,” Eric Rosenbach, the director of the Defending Digital Democracy project at Harvard University, told the New York Times.</p>
<p style="text-align: justify;">“It’s about disrupting and diminishing any group that challenges how Putin’s Russia is operating at home and around the world.”</p>
<p style="text-align: justify;"><strong>CYBER-TENSIONS</strong></p>
<p style="text-align: justify;">Microsoft&#8217;s report comes amid increasing cyber-tensions between Moscow and Washington ahead of the congressional votes in November.</p>
<p style="text-align: justify;">A federal grand jury in the U.S. indicted 12 Russian intelligence officers in July on charges of hacking the computer networks of 2016 Democratic presidential candidate Hillary Clinton and the Democratic Party.</p>
<p style="text-align: justify;">Special Counsel Robert Mueller is investigating Russia’s role in the 2016 election and whether Trump&#8217;s campaign team colluded with Russians during the vote. Russia denies meddling in the elections while President Trump has denied any collusion.</p>
<p style="text-align: justify;">Microsoft said its digital crimes unit (DCU) had acted on a court order to take control of six internet domains created by a group known variously as Strontium, Fancy Bear and APT28, which it said was associated with the Russian government.</p>
<p style="text-align: justify;">As well as the two think-tanks, other home pages had been set up to mimic the websites of the U.S. Senate and Microsoft&#8217;s own Office software suite, it added.</p>
<p style="text-align: justify;">The type of attack is known as &#8220;spear fishing,&#8221; in which the hackers trick victims into entering their username and password into the fake site in order to steal their credentials.</p>
<p style="text-align: justify;">&#8220;To be clear, we currently have no evidence these domains were used in any successful attacks before the DCU transferred control of them, nor do we have evidence to indicate the identity of the ultimate targets of any planned attack involving these domains,&#8221; Microsoft said on the blog.</p>
<p style="text-align: justify;">Facebook said late last month it had removed 32 pages and fake accounts from its platforms in a bid to combat foreign meddling ahead of the U.S. votes.</p>
<p style="text-align: justify;">The company stopped short of identifying the source of the misinformation. But members of Congress who had been briefed by Facebook on the matter said the methodology of the influence campaign suggested Russian involvement.</p>

<p style="text-align: justify;">The Union of Orthodox Banner Bearers is a small fringe group of Russian nationalists with no political power that stages processions, rallies and even burns books to promote their views.</p>
<p style="text-align: justify;">Clad in all-black and marching with their Orthodox banners, the group pairs a biker club&#8217;s aesthetic with the gold of religious icons.</p>
<p style="text-align: justify;">&#8220;We are striving for the restoration of an autocratic monarchy. Like the one we had under our tsars,&#8221; Leonid Simonovich-Nikshich, the group&#8217;s white-bearded leader, said.</p>
<p style="text-align: justify;">&#8220;It is only possible through the church. In no way is this possible in a political secular way because that would be a dictator,&#8221; he said.</p>
<p style="text-align: justify;">Its leaders say they are unsure how a shift to a monarchy might come about, with some members seeing the change emerging from a bloody social convulsion and others simply praying for it to happen.</p>
<p style="text-align: justify;">Ultra nationalist politician Vladimir Zhirinovsky has referred to Putin as a modern-day tsar, but the Orthodox group&#8217;s political allegiances are unclear and it is not suggesting that the Russian president head an autocratic monarchy.</p>
<p style="text-align: justify;">The group held a religious procession at a monastery in Moscow last month to mark one of the most important recent dates in their calendar: the 100-year anniversary of the murder by the Bolsheviks of Russia&#8217;s last monarch, Tsar Nicholas II.</p>
<p style="text-align: justify;">The tsar, his wife and five children were shot on the night of July 16-17, 1918, in the basement of a merchant&#8217;s house in the city of Yekaterinburg, 1,450 km (900 miles) east of Moscow.</p>
<p style="text-align: justify;">After the collapse of the Soviet Union and the state atheism it espoused, the church canonised the tsar and his family, and his popularity as a historical figure has grown amid a Russian Orthodox Church resurgence under President Vladimir Putin.</p>
<p style="text-align: justify;">Russian religious conservatives last year waged a campaign to block the release of <em>Matilda</em>, a Russian movie the Union of Orthodox Banner Bearers described as blasphemous for its depiction of a romance between the tsar and a young ballerina.</p>
<p style="text-align: justify;">The group did not attend the main memorial event in Yekaterinburg to mark the centenary of his murder however.</p>
<p style="text-align: justify;">It was told it would not be allowed to raise its standards – some of which feature skulls and radical slogans like Orthodoxy or Death – at the event, Igor Miroshnichenko, a member of the group, said.</p>
<p style="text-align: justify;">Instead, the group gathered at the Andronikov Monastery of the Saviour in Moscow on July 17 where they marched with tall crosses and standards depicting Russia&#8217;s last tsar.</p>

The company said on Tuesday it had removed 32 fake pages and accounts from Facebook and Instagram involved in what it called “coordinated inauthentic behavior.”</p>
<p style="text-align: justify;">While the United States improves its efforts to monitor and root out such intrusions, the intruders keep getting better at it, said cyber security experts interviewed over the past two days.</p>
<p style="text-align: justify;">Ben Nimmo, a senior fellow at the Washington-based Digital Forensic Research Lab, said he had noticed the latest pages used less original language, rather cribbing from copy already on the internet.</p>
<p style="text-align: justify;">&#8220;Linguistic mistakes would give them away before, between 2014 and 2017,&#8221; Nimmo told Reuters. &#8220;In some of these newer cases it seems they’ve caught on to that by writing less (original material) when posting things. With their longer posts sometimes it’s just pirated, copy and pasted from some American website. That makes them less suspicious.”</p>
<p style="text-align: justify;">Facebook’s prior announcement on the topic of fake accounts, in April, directly connected a Russian group known as the Internet Research Agency to a myriad of posts, events and propaganda that were placed on Facebook leading up to the 2016 U.S. presidential election.</p>
<p style="text-align: justify;">This time, Facebook did not identify the source of the misinformation.</p>
<p style="text-align: justify;">“It’s clear that whoever set up these accounts went to much greater lengths to obscure their true identities than the Russian-based Internet Research Agency (IRA) has in the past,” the company said in a blog post, https://newsroom.fb.com/news/2018/07/removing-bad-actors-on-facebook, on Tuesday, announcing the removal of the pages. “Our technical forensics are insufficient to provide high confidence attribution at this time.”</p>
<p style="text-align: justify;">Facebook said it had shared evidence connected to the latest flagged posts with several private sector partners, including the Digital Forensic Research Lab, an organization founded by the Atlantic Council, a Washington think tank.</p>
<p style="text-align: justify;">Facebook also said the use of virtual private networks, internet phone services, and domestic currency to pay for advertisements helped obfuscate the source of the accounts and pages. The perpetrators also used a third party, which Facebook declined to name, to post content.</p>
<p style="text-align: justify;">Facebook declined to comment further, referring back to its blog post.</p>
<p style="text-align: justify;">U.S. President Donald Trump&#8217;s top national security aides said on Thursday that Russia is behind &#8220;pervasive&#8221; attempts to interfere in November&#8217;s elections and that they expect attempts by Russia, and others, will continue into the 2020 elections.</p>
<p style="text-align: justify;">They say they are concerned that attempts will be made to foment confusion and anger among various political groups in the United States and cause a distrust of the electoral process.</p>
<p style="text-align: justify;">Two U.S. intelligence officials who requested anonymity told Reuters this week there was insufficient evidence to conclude that Russia was behind the latest Facebook campaign. However, one said “the similarities, aims and methodology relative to the 2016 Russian campaign are quite striking.”</p>
<p style="text-align: justify;"><strong>&#8216;PREVIOUS MISTAKES&#8217;</strong></p>
<p style="text-align: justify;">Experts who track online disinformation campaigns said the groups who launch such efforts have changed how they post content and create posts.</p>
<p style="text-align: justify;">&#8220;These actors are learning from previous mistakes,&#8221; said John Kelly, chief executive of social media intelligence firm Graphika, adding they do not use the same internet addresses or pay in foreign currency.</p>
<p style="text-align: justify;">&#8220;And as more players in the world learn these dark arts, it’s easier for them to hide among the multiple actors deploying the same playbook,” he said.</p>
<p style="text-align: justify;">Philip Howard, an Oxford University professor of internet studies and director of the Oxford Internet Institute, said that suspicious social media accounts like those taken down this week were once more easily identifiable because they shared the same information from high-profile publications like RT, the Russian English-language news service, or Breitbart News Network.</p>
<p style="text-align: justify;">But now, the content they often share is more diverse and less discernible, coming from lesser known sites, including internet forums that mix political news with other topics, he said.</p>
<p style="text-align: justify;">“The junk news they&#8217;re sharing is using better quality images, for example, more believable domains, less-known websites, smaller blogs,&#8221; Howard added.</p>
<p style="text-align: justify;">U.S. intelligence agencies have concluded that Russia meddled in the 2016 presidential campaign using tactics including fake Facebook accounts. The Internet Research Agency was one of three Russian companies charged in February by U.S. Special Counsel Robert Mueller with conspiracy to tamper with the 2016 election.</p>
<p style="text-align: justify;">Moscow has denied any election interference.</p>

It is set to be issued by foreign ministers of the 10-member Association of Southeast Asian Nations (ASEAN) at the close of meetings underway with other global lawmakers in Singapore.</p>
<p style="text-align: justify;">&#8220;We welcome the further strengthening [of] our cooperation in cybersecurity with Russia through the issuance of the statement of ASEAN and Russian foreign ministers on cooperation in the field of cybersecurity,&#8221; the draft document said, adding the title would be updated depending on negotiations. It is due to be published on Saturday.</p>
<p style="text-align: justify;">The host of the ASEAN meeting, Singapore, recently suffered its worst ever cyberattack when hackers stole the personal information of about 1.5 million people, including Prime Minister Lee Hsien Loong, from a government health database. Earlier this year, Malaysia said it had foiled an attempted cyber heist on its central bank.</p>
<p style="text-align: justify;">Neither country has identified the hackers and neither suggested the involvement of Russia.</p>
<p style="text-align: justify;">U.S. intelligence agencies have said a Russian propaganda arm tried to tamper with the 2016 presidential election by posting and buying ads on Facebook. Moscow has denied involvement.</p>
<p style="text-align: justify;">Facebook said on Tuesday it had identified a new co-ordinated political influence campaign to mislead its users and sow dissension among voters ahead of November&#8217;s U.S. congressional elections.</p>
<p style="text-align: justify;">Russia last year appointed a dedicated Ambassador to ASEAN based in Jakarta.</p>
<p style="text-align: justify;">Senior officials from ASEAN and Russia met in March in Jakarta for wide-ranging talks on co-operation in political, security and economic fields among others.</p>

<p style="text-align: justify;">The company stopped short of identifying the source of the misinformation. But members of Congress who had been briefed by Facebook on the matter said the methodology of the influence campaign suggested Russian involvement.</p>
<p style="text-align: justify;">“I can say I think with pretty high confidence I think this is Russian-related,” Senator Mark Warner, the top Democrat on the Senate Intelligence Committee, told reporters at the U.S. Capitol.</p>
<p style="text-align: justify;">Two U.S. intelligence officials told Reuters there was not sufficient evidence to conclude that Russia was behind the Facebook campaign, but one noted that “the similarities, aims and methodology relative to the 2016 Russian campaign are quite striking.&#8221;</p>
<p style="text-align: justify;">A Russian propaganda arm tried to tamper in the 2016 U.S. election by posting and buying ads on Facebook, according to the company and U.S. intelligence agencies. In February, the U.S. Justice Department indicted 13 Russian nationals, and the St. Petersburg-based Internet Research Agency, for interfering in the 2016 U.S. election.</p>
<p style="text-align: justify;">Moscow has denied involvement.</p>
<p style="text-align: justify;">Facebook has been on the defensive about influence activity on its site and concerns over user privacy tied to long-standing agreements with developers that allowed them access to private user data.</p>
<p style="text-align: justify;"><strong>&#8216;ARMS RACE&#8217;</strong></p>
<p style="text-align: justify;">The Atlantic Council’s Digital Forensics Research Lab, which was shown the suspended pages ahead of the takedown, said they showed similarities in language and approach to previously fake accounts from the Internet Research Agency, which is known as the “troll factory” because it stirs up public opinion on social media sites.</p>
<p style="text-align: justify;">The lab cited “consistent mistranslation, as well as an overwhelming focus on polarizing issues at the top of any given news cycle.” It said, for example, the posts on the year-old, feminist Resisters page “took a liberal or left-wing stance on issues around gender, race, immigration, and human rights.” Other pages promoted racial pride among minority groups.</p>
<p style="text-align: justify;">The group said the Resisters page was alarming because it was pushing for confrontation at multiple protests, including against &#8220;Unite the Right 2,&#8221; with a potential for violence.</p>
<p style="text-align: justify;">A man who identified himself as an administrator of Resisters, Washington activist Brendan Orsinger, said on a video call with Reuters that he had been invited to help operate the page by someone he knew only through Facebook messages.</p>
<p style="text-align: justify;">&#8220;I definitely had concerns, because people don&#8217;t usually invite me to accounts unless they know me,&#8221; Orsinger said. &#8220;But at the same time, this was an account we could use.&#8221;</p>
<p style="text-align: justify;">He said that more than a dozen legitimate activist groups were still supporting the counter-rally and would now have to work harder to reconnect with people who had been following it through the Resisters page.</p>
<p style="text-align: justify;">Orsinger said he was not yet sure that the account that had involved him was Russian, but that if it was, he was concerned about he and fellow activists being infiltrated and influenced.</p>
<p style="text-align: justify;">Sheryl Sandberg, Facebook&#8217;s chief operating officer, said on a call with reporters that the attempts to manipulate public opinion would likely become more sophisticated to evade Facebook’s scrutiny, calling it an &#8220;arms race.&#8221;</p>
<p style="text-align: justify;">The White House said the administration was supportive of Facebook&#8217;s actions.</p>
<p style="text-align: justify;">&#8220;We applaud efforts by our private-sector partners to combat an array of threats that occur in cyberspace, including malign influence,&#8221; said Garrett Marquis, a spokesman for the National Security Council.</p>
<p style="text-align: justify;">U.S. President Donald Trump has come under fire for discounting the threat of interference in the congressional elections.</p>
<p style="text-align: justify;">During his summit with Russian President Vladimir Putin in Helsinki earlier this month, Trump appeared to state that he believed Russia was no longer trying to influence the U.S. election process.</p>
<p style="text-align: justify;">Trump later amended that, saying he was &#8220;very concerned&#8221; about Russian interference in the election. On Friday, Trump held a meeting with his national security advisers on election security.</p>
<p style="text-align: justify;"><strong>DIVISIVE ISSUES</strong></p>
<p style="text-align: justify;">Facebook identified influence activity around at least two issues, including the counter-protest to the Unite the Right 2 rally set next week in Washington. The other was the #AbolishICE social media campaign aimed at the U.S. Immigration and Customs Enforcement agency.</p>
<p style="text-align: justify;">In an online post, Facebook said it was disclosing the influence effort now in part because of the rally. A previous event last year in Charlottesville, Virginia, led to violence by white supremacists.</p>
<p style="text-align: justify;">&#8220;This kind of behavior is not allowed on Facebook because we don&#8217;t want people or organizations creating networks of accounts to mislead others about who they are, or what they’re doing,&#8221; the company said.</p>
<p style="text-align: justify;">More than 290,000 accounts followed at least one of the pages and about $11,000 had been spent on about 150 ads, Facebook said. The pages had created about 30 events since May 2017.</p>
<p style="text-align: justify;">Facebook officials on a call with reporters said one known account from Russia&#8217;s Internet Research Agency was a co-administrator of one of the fake pages for seven minutes, but the company did not believe that was enough evidence to attribute the campaign to the Russian government.</p>
<p style="text-align: justify;">The company previously said 126 million Americans may have seen Russian-backed political content on Facebook over a two-year period, and that 16 million may have been exposed to Russian information on the Instagram photo-sharing app.</p>
<p style="text-align: justify;">Over the past several months, the company has taken steps meant to reassure U.S. and European lawmakers that further regulation is unnecessary. Chief Executive Officer Mark Zuckerberg says the company has 20,000 people working to police and protect the site.</p>

<p style="text-align: justify;"><span style="font-size: 12pt;">A government spokesperson said the attacker was categorized as a &#8216;fiche S,&#8217; an indication used by officials to flag people who may be a threat to national security.</span></p>
<p style="text-align: justify;"><span style="font-size: 12pt;">The Islamic State says it was behind the attack, without providing evidence.</span></p>
<p style="text-align: justify;"><span style="font-size: 12pt;"><span class="highlight" data-qa-component="highlight-text">France </span>has been on high alert following a string of attacks over the past three years, the deadliest of which was in Paris in November 2015 when 130 people were killed on attacks targeting the city&#8217;s nightlife.</span></p>
