<p style="text-align: justify;">We are of the firm opinion that a definition is essential if we are to ensure that some fundamentals of our society are to be protected. Firstly, there needs to be a common definition that lets the public know what anti-Muslim hatred is and what it ‘looks like’ and ‘sounds like’. This definition also needs to be framed so that it fits into existing legislation and does not become an exercise in producing a piece of text that has no legal relevance.</p>
<p>Secondly, the debate rumbles on about ensuring that any definition does not stop critique of religion or faith. This also covers Islam. People have the right to critique or even dislike any faith. What they don’t have the right to do, is to attack, harm of hurt people who happen to be Muslim.</p>
<p style="text-align: justify;">This is essential to lay out though there is a common agreement amongst many, that the definition must protect individuals and their rights to live freely without fear, harm or intimidation, as British Muslims. This does not mean that criticism of Islam is anti-Muslim, though we also acknowledge that each issue must be taken on a case by case basis and if criticism of Islam turns into targeted hatred towards Muslims, then such behaviour is not protected under the rights of free speech. At this stage, it should not be tolerated.</p>
<p style="text-align: justify;">For far too long, there has been inaction on this and we urge the Government to take urgent action to move this process along. We must also commend the Government on the actions that they have taken in the last few days on the launch of a <a href="https://english.alaraby.co.uk/news/uk-opens-ps245m-fund-mosque-security-against-hate-crimes" target="_blank" rel="noopener">security fund</a> for mosques and Islamic institutions, given the targeting of mosques by anti-Muslim activists and bigots. Furthermore, we acknowledge the work that Government has done to support the monitoring of anti-Muslim prejudice and support for victims of it, through <a href="http://Https://www.tellmamauk.org" target="_blank">Tell MAMA.</a></p>

As the Founder and previous Director of Tell MAMA, which supports victims of anti-Muslim hate, the world that I know of today, as someone reaching his fifties, is virtually unrecognisable to the one in which I worked just a decade ago and where there was real hope that levels of racism, prejudice and intolerance were finally on a downward slope.</p>
<p style="text-align: justify;">Today’s world is also a far cry from that in which I grew up. As a refugee from Amin’s Uganda in 1972, and having fled a second time from Africa in 1983 because of military instability in Kenya, I suffered at first hand the openly racist abuse meted out to Asians and African-Caribbean communities in Kent where I was schooled. Throughout the &#8217;80s and &#8217;90s, that open racism existed, flourished and led to the murder of young black men such as Stephen Lawrence. Such open hatred impacted on many young men and women from BME communities, though the economic boom of that period helped to also temper some of the racist anger and bigotry. Anti-racism work, equality marches and work-based equal opportunity schemes seem to have turned the tide against division that many of us assumed would mean a country more at ease with its diversity.</p>
<p style="text-align: justify;">Whilst the UK is in a far better place than the &#8217;80s, the reality is that, as a country, we have slid backwards towards openly aggressive far-right marches rallying thousands of people, national political instability and a rising sense of mistrust which is acutely felt between BME communities and the two main parties. This, mixed with a recent economic crisis, has created the perfect storm for social insecurity and it is this insecurity that some have played upon in fomenting divisive and openly hostile views toward groups of people in our society. It is also within this environment of insecurity that people have sought comfort within narratives of division that blame others and which provide a sense of meaning to them, however twisted that may be.</p>
<p style="text-align: justify;">For such individuals, conspiracy theories become reality since the world around them is unstable and frightening. Grasping onto something almost tangible, that explains the complexity of life in a simplistic fashion, fills the void that many of us currently feel in an increasingly frightening world. This is why, for example, conspiracy merchants who peddle views of an ‘Islamic takeover’ or of hordes of Muslims outbreeding other communities, manage to find a receptive audience. With less money in people’s pockets, communities aggressively vying for resources in austerity, and a sense of confusion as to where we are heading as a nation, you can see how easy it is for people to believe that there are hidden factors at play. The culprits, in their opinion, are more than likely Muslims, Jews or migrants.</p>
<p style="text-align: justify;">Both Muslims and Jews have felt a sharp rise in hostility towards them and hate crime figures show such a rise over the last five years. Much of this is due to hate online and, furthermore, since 2012, when I founded Tell MAMA, it was clear to me that social media companies would not remove hateful and criminal material, nor would they take down far-right, neo-Nazi or Islamist extremist accounts. Their business model was based on getting traction for their technological revolutions through more accounts opening up. In doing so, they helped create the fog and smoke of disinformation and gave an amplified voice to extremist groups masquerading as ‘free speech’ martyrs. These companies, whilst levelling the playing field for more voices to be heard, also exposed people to views and opinions that would have been marginalised for a reason. Yet their platforms also legitimised toxic views by placing those views into a worldwide market of ideas where extremist groups were better equipped to promote them.</p>
<p style="text-align: justify;">Let me explain. Marginalised, divisive and racist groups by their very nature had to be far more energetic and driven to try to win supporters. Before the advent of social media these people had to host events, print leaflets and remain active at a street level. That all took time and money and, to make it worse, they also looked pretty scary. However, such groups were always driven; they had to be to survive.</p>
<p style="text-align: justify;">Now post their divisive messages on social media with a ‘friendly face’, remove the racist insignia and blame migrants, Muslims and foreigners, and strangely there was a more receptive audience as people’s fears and insecurities rose over the last decade. Additionally, as many of us played catch-up to try to challenge extremist and divisive views, these individuals and groups already had a head start since they were naturally driven and could see the power of the new platforms. It was a toxic, heady mix that was to have a severe impact on our society, as we are now seeing today.</p>
<p style="text-align: justify;">This is why we must mobilise and defend the social values we enjoy in our country, and which are under threat. It is not just those, as this paper has highlighted, who try and divide local communities, who we must challenge; it is also those beyond our shores, who support extremist groups and seek to destabilise our democracy by fomenting instability, whom we must remain vigilant against. If we take our eye off the ball in these crucial years, it is not only our values which may change – it could be our very understanding of reality. Now that truly is frightening.</p>

<p style="text-align: justify;"><strong>Beyond the Incident: Highest Number of Annual Reports Logged by Tell MAMA Since Launch in 2012</strong></p>
<p style="text-align: justify;">Director of <a href="https://tellmamauk.org/" target="_blank" rel="noopener">Tell MAMA</a>, Iman Atta OBE says, “We are in deeply worrying times where people are looking for certainty and what they are getting is instability at a political and societal level. This means that at times like this, minority groups are the ones who suffer the anger of those looking to vent their fears, insecurities and concerns.</p>
<p style="text-align: justify;">“We are seeing more aggressive street-based incidents, younger perpetrators, between the ages of 13-18, increased vandalism and international interference by well organised social media accounts playing groups off in the UK. More than ever, we need to come together and redouble our efforts against those who seek to divide and play communities off against each other”.</p>
<p style="text-align: justify;"><strong>Key Points</strong></p>
<ul style="text-align: justify;">
<li>In 2017 <a href="https://tellmamauk.org/" target="_blank" rel="noopener">Tell MAMA</a> recorded a total of 1,330 reports. Of these reports, 1,201 were verified as being anti-Muslim or Islamophobic in nature and as having occurred in the UK between January and December 2017. <strong>More than two-thirds of verified incidents occurred offline, or on a street-level (70%, n=839), which represents a 30% rise in offline reports </strong>when compared to the previous reporting period (n=643). An offline, or street-level, incident means that the incident occurred in-person between a victim (or property) and a perpetrator. There were therefore more street incidents of anti-Muslim hatred reported into <a href="https://tellmamauk.org/" target="_blank" rel="noopener">Tell MAMA</a>.</li>
<li>Crimes or incidents that are classified as ‘online’ occurred on social media platforms such as Facebook or Twitter, or on other Internet-based platforms, were verified as having happened within the UK, and account for a third of reports in 2017 (n=362), <strong>which represents a 16.3% rise in reports when compared with the previous year (n=311</strong>). This small rise can be partially attributed to the way in which ideologically-motivated accounts felt emboldened by major trigger events, (such as terrorist attacks) and broader Islamophobic discourses in the public sphere.</li>
<li>The ‘online hate’ figure, however, <strong>should be viewed as part of a wider trend in our data sets where there has been a marked shift towards more serious offline incidents such </strong><strong>as physical attacks, threatening behaviour and abuse more generally</strong>, along with a growing awareness of <a href="https://tellmamauk.org/" target="_blank" rel="noopener">Tell MAMA</a> in Muslim communities, among key stakeholders, and partners, resulting in a greater willingness amongst victims and witnesses to report.</li>
<li><a href="https://tellmamauk.org/" target="_blank" rel="noopener">Tell MAMA</a> has listed in its Annual Report examples of ‘Twitter bots’ that have sought to cause disruption and division in community perceptions and which have actively promoted anti-Muslim hatred. One such Twitter account was @DavidJo52951945 . Responses to the rhetoric on this account, called for violent action against Islamic institutions and on August 30<sup>th</sup> 2017, the <em>Times</em> reported that this bot originated from Russia. It is also clear that some Sikhs are attacked on the perception that they are Muslims, which does not detract from the fact that this creates fear within Sikh communities and impacts on families.</span></p>
<p style="text-align: justify;"><span style="font-size: 12pt;">The reference made in the statement is to a project that took place 10 years ago – the Cohesive Communities project. The subsequent report is <a href="https://www.faith-matters.org/2010/03/18/cohesive-communities-2/">listed here</a> and with clear references to explore issues of division between Sikh and Muslim communities and therefore deeply conflicting social narratives. These issues are even listed in the project overview and the Cohesive Communities report did not list some of the troubling discussions that took place which were confidential. The discussions caused facilitators to feel saddened that two communities with so much in common, were at polar opposites of the social divide.</span></p>
<p style="text-align: justify;"><span style="font-size: 12pt;">We are also saddened to see that tweets that were made in 2012 and subsequently deleted are being used to create an atmosphere of mistrust at a time when communities need to work together and when the NSO statement itself suggests that a minority of participants were unhappy. Such difficult discussions around grooming, forced conversions, historical attacks against Sikhs by Muslim Indian rulers, amongst the many topics discussed at the Corrymeela Centre, are never easy and will bring out a range of emotions.</span></p>
<p style="text-align: justify;"><span style="font-size: 12pt;">Given the Cohesive Communities report and what we heard, Faith Matters commissioned a further report to try and untangle and unpack the difficult narratives that were causing division. Hardly the act of an organisation that did not care or chose to reflect one communities’ perspectives. The Adab research report <a href="https://faith-matters.org/images/stories/publications/The_Adab_Respect_Research_Programme.pdf">can be found here</a> and details the narratives, history and perspectives coming from Sikh and Muslim communities.</span></p>
<p style="text-align: justify;"><span style="font-size: 12pt;">However, we are glad to hear that the NSO (Network of Sikh Organisations) and partners in the Hindu community have a commitment to work with True Vision, which Tell MAMA has. <a href="http://www.tellmamauk.org/" target="_blank" rel="noopener">Tell MAMA,</a> which was founded by Faith Matters, has shown that its values are fundamentally based on inclusion and in supporting all communities who suffer hatred, prejudice and racism. Tell MAMA has also, on many occasions – stood against hatred against LGBT, Jewish, Shia and Ahmaddiya communities from a small number within Muslim communities showing that it will fearlessly stand for the rights of <em>all </em>communities and does not pick and choose on issues of human rights. Therefore, it is even more depressing to see that division is being called for at a time when Muslims, Sikhs, Jews and many other communities, should be working together. <em>This on the basis of 4 individuals and on tweets made a decade ago on a project that explored some of the most difficult topics that were causing divisions between Sikhs and Muslims. </em></span></p>
<p style="text-align: justify;"><span style="font-size: 12pt;">We within Faith Matters will continue to stand for the human rights of all communities to be protected. This means that when Sikh communities are attacked, their defence is our defence. When Sikh women or Gurdwaras are attacked, their honour and their integrity is our honour and integrity; and when young white girls in Rotherham are abused, their honour and their well-being is the responsibility of all communities, including ours. These are the core values of Faith Matters and what we stand on.</span></p>
<p style="text-align: justify;"><span style="font-size: 12pt;">Finally, we have spoken to the Tell MAMA team and the round table was set up <em>in solidarity</em> with Sikh communities and was set up to share good practice. Support was also offered, though what was expressly stated was <em>that it was for Sikh communities to find solutions within their communities to reduce hate crimes against Sikhs.</em> This was expressly stated on a number of occasions at the meeting. Sadly, if the response for a call for solidarity is a call for division and separationism, then the only people who are strengthened by these actions are those who seek to divide and play off one community against another. In the end, protecting the dignity and safety of Sikhs means protecting the dignity and safety of us all as communities and people. We therefore continue to put out the hand of friendship to all communities and we will always do so. This also includes maintaining our openness to work with any group whose values are based on the defence of pluralism within communities.</span></p>

<p style="text-align: justify;">On the 29th of April 2013, a grandfather and family man <span style="color: #0000ff;"><a style="color: #0000ff;" href="https://www.bbc.co.uk/news/uk-england-24614280" target="_blank" rel="noopener">Mohammed Saleem</a></span>, was returning back home after prayers at the local mosque. On his way home, he was targeted by the Ukrainian neo-Nazi sympathiser Pavlo Lapshyn, who subsequently killed the harmless grandfather, thereby robbing a family of the precious time they had with him.</p>
<p style="text-align: justify;">Three years have passed to the day since his killing by Lapshyn, who was convicted to a life term and with a minimum sentence of 40 years to be served. Lapshyn had also gone onto place explosive devices in 3 mosques in the West Midlands area with one of the devices spraying nails within the bounds of the Tipton mosque.</p>
<p style="text-align: justify;">We were honoured to have Shazia Khan, (the daughter of the late Mohammed Saleem), to speak at our annual dinner in 2014. Details of her speech can be found<a href="https://tellmamauk.org/speech-shazia-khan-daughter-late-mohammed-saleem/" target="_blank" rel="noopener"><span style="color: #0000ff;"> here.</span>  </a>A second daughter, Maz Saleem, has gone on to become an anti-racist campaigner and gives talks up and down the country on the need to tackle racism and anti-Muslim prejudice.</p>
<p style="text-align: justify;">Three years have passed since the murder and little is talked about regarding this targeted killing on the streets of Birmingham.</p>
<p style="text-align: justify;">Next time someone says to you that anti-Muslim prejudice is not a reality, do mention the names of Mohammed Saleem and <span style="color: #0000ff;"><a style="color: #0000ff;" href="https://tellmamauk.org/rotherham-based-mushin-ahmed-attacked-on-the-way-to-the-mosque-dies/" target="_blank" rel="noopener">Mushin Ahmed</a></span>. Their names deserve to be remembered and their families live with the loss every day. May their lives inspire us all to tackle hatred, racism and intolerance with a greater impetus.</p>

<p style="text-align: justify;">In late October 2015, Dr Syeda Jaffri contacted Tell MAMA and made us aware of an assault on her which left us exasperated as to the level of confidence that the perpetrator had, in order to attack a visible Muslim female.</p>
<p style="text-align: justify;">On the 29th of October, in the late evening, Dr Jaffri was with about 25 other Muslim women who were going to support the family member of someone who had died and they were going to convey their condolences., when they were accosted by Aiden Fletcher, who was about to commit an assault.</p>
<p style="text-align: justify;">Dr Jaffri and other women had arrived earlier by car and were looking for the address of the family who had suffered the bereavement and were targeted by Mr Fletcher who aggressively approached them and started to point his finger and make aggressive gestures. At one point, the victim was told to ‘<em>move out of the way</em>‘ even though the perpetrator had blocked her way. What ensued was an assault as the perpetrator head butted Dr Jaffri leading to her having to seek medical attention.</p>
<p style="text-align: justify;">However, the <a href="https://www.nottinghampost.com/Thug-faces-jail-headbutting-Muslim-doctor/story-28770100-detail/story.html" target="_blank" rel="noopener">Nottingham Post</a> failed to mention the following fact that Jaffri has mentioned to Tell MAMA. That after the attack, the perpetrator went up and rounded up between 20-25 males who came back to the scene to further intimidate the Muslim women who were simply trying to provide their condolences to the bereaved family.</p>
<p style="text-align: justify;">The white males continued to verbally assault the group of women who then called the police given the nature of the intimidation and the assault on Dr Jaffri.</p>

<p style="text-align: justify;">“Bet you don’t have other people reporting to you,” is the usual Twitter commentary that some people say, who do not know about our values. Or the alternative is,</p>

<p style="text-align: justify;">We just highlighted a brief response to a <a href="https://tellmamauk.org/why-charles-moore-is-wrong-about-the-levels-of-anti-muslim-hate-crime/" target="_blank" rel="noopener">piece in the Spectator</a> which was an opinion article by Margaret Thatcher’s biographer, Charles Moore. The article was peppered with, well….opinions and whilst we disagreed with his opinions, Moore nonetheless raised the issue of hate incidents against Sikhs. This is something that we both agree upon.</p>
<p style="text-align: justify;">Ideally, we believe that there should be a hate crime monitoring flag for all faiths and with Sikhs for example, able to be categorised as a separate flag for recording and monitoring within police forces. It also needs to be recognised that some Sikhs are targeted since people see them as being Muslim and hence there is an element of anti-Muslim bigotry associated with the hate incidents. This reflects on the motivation and the belief of the perpetrator. Yet, it also reasonable to assume that Sikhs are seen in the eyes of some perpetrators, as being ‘the other.’ These are just some of the motivations that may be at play regarding hate incidents against Sikhs.</p>
<p style="text-align: justify;">Following on from this, it is irrelevant whether the number of hate incidents against Sikhs is small in number. That is the assumption that is made and may well be true. Some suggest that there may be anything between 1-200 cases nationally, but this is a guestimate and further re-enforces the need for hate crime reporting flags for a variety of faiths.</p>
<p style="text-align: justify;">Interestingly, over the last year, we have had 3 cases of Sikhs who were perceived to be Muslim and who suffered a hate incident. Whilst our focus is on supporting victims of anti-Muslim hate, our service is also based on the ethos of assisting individuals who may have suffered hate incidents and crimes and we assisted the individuals in their respective cases. We will not turn away individuals who approach us with evidence of having suffered a hate incident and these cases in particular, were moving since the Sikh victims felt a sense of empathy with Muslim communities, yet they also wanted recognition that they had been targeted and felt that a part of their identity had been abused.</p>
<p style="text-align: justify;">Over the last year, we also supported calls for the investigation into a case of a Christian convert who had converted from Islam, who had been attacked. He suggested that he had been targeted because of his conversion and we publicly made clear through various press sources, that such hate incidents needed to be tagged as a hate incident based on his new faith. So much for not dealing with Christianophobia!</p>
<p style="text-align: justify;">Finally, we have come across articles that push the line that Muslims are getting some form of ‘special treatment’ because they ‘shout about Islamophobia’. Let us make clear that none of us enjoy the threats, abuse and intimidation that we receive and we have lost count of these that have been targeted at our project and staff for simply trying to help victims of anti-Muslim hatred.</p>
<p style="text-align: justify;">Nor do we enjoy the on-line intimidation and harassment, which also includes scurrilous comments and articles based on opinion or conjecture. We have chosen to do this work to try and help victims of hate, prejudice and intolerance and this year, we will be publishing a clearer and more accurate picture of the state of anti-Muslim prejudice in the United  Kingdom. With well over 1000 cases in 2015 to Tell MAMA, if anyone can hand on heart think that anti-Muslim prejudice or Islamophobia does not warrant support and action, then there is much work to be done in the future. Some people may come to this view from a genuine lack of awareness, others from a mendacious position which means that we will not see eye to eye. Only the future will tell.</p>

<p>He goes on to suggest that Tell MAMA, which has tackled anti-Muslim prejudice for over three years, has links with Islamophobes and shares the Quilliam Foundation’s <a href="https://www.quilliamfoundation.org/blog/discourse-surrounding-islamist-extremism-must-recognise-its-primary-catalyst-ideology/" target="_blank" rel="noopener">narrow assumption that Islamist ideology is solely responsible for radicalisation</a>. We have not been shy to <a href="https://religiousreader.org/why-did-tommy-robison-move-from-the-edl-to-pegida/" target="_blank" rel="noopener">criticise Quilliam in the past</a> and we will not be in the future.</p>
<p>These accusations are based on shoddy, surface-level research intended to misinform readers.</p>
<p>Dilly should do his homework and look at Tell MAMA’s work in 2014 and 2015. Anyone who does will find that his accusations are untrue. We work hard to ensure that Islamophobia remains on the policy agenda and we helped bring about important changes.</p>
<p>We are not reliant on government funding. A number of charitable trusts have recognised the quality of our work and provide us with the funds to deliver our services. Dilly’s assumption that public agencies should not fund work countering the measurable rise of Islamophobia is naïve.</p>
<p>Tell MAMA stands up for Muslims in the UK facing hatred, racism, and prejudice. Our work on quantifying Islamophobia and bringing it into public debates is necessary and unrivalled.</p>
<p>We will not become obsolete any time soon.</p>
<p><strong>Tell MAMA has no working links with the Quilliam Foundation</strong></p>
<p>Dilly’s poorly researched column imitates the most facile examples of tabloid journalism. It is a gross inaccuracy to suggest that we ‘announced’ the findings of our 2013/2014 report at a Quilliam Foundation event. The official launch <a href="https://www.tees.ac.uk/sections/news/pressreleases_story.cfm?story_id=4702&amp;this_issue_title=June%202014&amp;this_issue=253" target="_blank" rel="noopener">took place</a> at Teesside University on 4 July 2014. Our director Fiyaz Mughal attended the Quilliam event as part of a wider tour that happened at nine different locations to promote the findings of this report.</p>
<p>To give an example of how this ‘Dilly-logic’ works, here is a <a href="https://archive.is/6lz23" target="_blank" rel="noopener">recent photo from his Facebook page</a> where he shared a platform with Tell MAMA’s Outreach Officer, Rehman Anwer. Based on his logic, Dilly must support Tell MAMA because he shared a platform with us. The more interesting question is why Dilly shares a platform with us one day, and smears us on another?</p>
<p>In fact, we shared a platform <a href="https://twitter.com/AsimCP/status/6085740%E2%80%A6" target="_blank" rel="noopener">critical of Prevent with Moazzam Begg at a conference in June 2015</a>. Our director Fiyaz also sat on a <a href="https://www.iera.org/event/the-big-question-is-islam-the-cause-or-solution-to-extremism" target="_blank" rel="noopener">panel organised by iERA</a> at Dilly’s invitation.</p>
<p>That does not mean Tell MAMA endorses their views, but shows that we are keen to engage and debate with the breadth of the British public to address Islamophobia.</p>
<p>Dilly takes a single event out of context as convenient ammunition to falsely accuse us of working with the Quilliam Foundation. <a href="https://tellmamauk.org/5-things-you-may-want-to-know-about-tell-mama/" target="_blank" rel="noopener">We certainly do not</a>.</p>
<p>We have voiced our differences of opinion with organisations that have suggested a top-down, highly centralised Prevent implementation. We have <a href="https://faith-matters.org/2015/07/03/as-prevent-centralises-community-engagement-and-local-capacity-to-implement-local-tailored-solutions-falls/">criticised this in a report to the London Assembly</a>, calling for implementation to take community concerns seriously.</p>
<p>Before the Counter-Terrorism and Security Bill passed, we posted an <a href="https://tellmamauk.org/wp-content/uploads/2015/01/Counter-Terrorism-Bill-Resized.jpg" target="_blank" rel="noopener">infographic</a> that informed Muslims about the changes it would make and <a href="https://tellmamauk.org/counter-terrorism-security-bill-updates-committee-stage-house-lords-bharath-ganesh/" target="_blank" rel="noopener">criticised the government’s approach</a>. You can find it on the <a href="https://stopthebill.co.uk/tell-mama-graphic/" target="_blank" rel="noopener">Stop the CTS Bill Website</a>. We published this infographic <a href="https://5pillarsuk.com/2015/02/01/the-cts-bill-will-turn-the-uk-into-a-police-state/" target="_blank" rel="noopener">before Dilly even addressed the bill on 5Pillars</a>.</p>
<p>One of our staff members <a href="https://www.publicspirit.org.uk/the-prevent-duty-and-its-government-centred-context/" target="_blank" rel="noopener">wrote recently</a> that the Home Office had a ‘narrow’ definition of extremism based on a mythical set of ‘British values’ and consequently, ‘the outlook for democratic participation and accountability in counter-terrorism is grim’.</p>
<p>Eschewing an honest evaluation of our work for an accusation of guilt by association, Dilly suggests that we are linked to Quilliam and Islamophobes. This is a duplicitous smear.</p>
<p>If his accusation is true, why do we continue to have numerous Muslims on our <a href="https://tellmamauk.org/advisory-board-england/" target="_blank" rel="noopener">advisory board</a>, including community leaders, Imams, and academics?</p>
<p>Dilly’s article picks facts at his convenience and ignores counterpoints to suit his agenda. In fact, 5Pillars has used Tell MAMA cases or data <a href="https://pastebin.com/HjyX7sVp" target="_blank" rel="noopener">in thirteen different articles</a>.</p>
<p>Dilly seems happy to cite us when it drives web traffic to 5Pillars and disparage us when expedient for his online brand.</p>
<p><strong>Tell MAMA puts Islamophobia on the agenda and works across government and civil society to counter hate</strong></p>
<p>Hate crime policing demands partnerships with faith communities. Dilly seems to think that the recent Home Office announcement to record Islamophobic hate crimes under a unique crime flag will render Tell MAMA obsolete. Once again, Dilly did not do his due diligence.</p>
<p>Tell MAMA has played a crucial role in putting Islamophobia and anti-Muslim incidents on the policy agenda. Our data has been cited frequently in <a href="https://tellmamauk.org/wp-content/uploads/2013/09/appg.pdf" target="_blank" rel="noopener">reports to the All Party Parliamentary Group on Islamophobia</a>. FOSIS used our information to <a href="https://twitter.com/fosischannel/status/671383401220448258" target="_blank" rel="noopener">design infographics for Islamophobia Awareness Month 2015</a>. From 2012 to 2015, <a href="https://tellmamauk.org/category/reports/)." target="_blank" rel="noopener">Tell MAMA research</a> documented a national rise in Islamophobia.</p>
<p>We used this data to push the government to require <em>all </em>police forces to record anti-Muslim incidents. While we commend <a href="https://mend.org.uk/advocacy/" target="_blank" rel="noopener">Mend</a> (then iENGAGE) for getting 10 Police and Crime Commissioners to pledge to record anti-Muslim hate crimes, we focused our efforts on lobbying the National Police Chiefs’ Council and the Home Office to require <em>all </em>police forces to record anti-Muslim crimes.</p>
<p>Our lobbying capacity led to <a href="https://www.dailymail.co.uk/news/article-3026015/Attacks-Muslims-specific-hate-crime-say-Tories-bid-establish-extent-Islamophobia-Britain.html" target="_blank" rel="noopener">this ‘positive step forward’</a>. Tell MAMA has representatives on hate crime panels across the country and advises police forces on how to address the nuances of Islamophobia.</p>
<p>It should be no surprise that the <a href="https://news.npcc.police.uk/releases/police-agree-data-sharing-protocols-with-the-community-security-trust-and-tell-mama" target="_blank" rel="noopener">National Police Chiefs’ Council shares hate crime data with us</a>. We have an important role to play in conducting crime analysis in a forthcoming report on Metropolitan Police data, <a href="https://tellmamauk.org/wp-content/uploads/2014/11/Rise-and-Fall-of-Anti-Muslim-Hatred-Low-Res.jpg" target="_blank" rel="noopener">disseminating figures about anti-Muslim hate crime</a>, and <a href="https://www.youtube.com/watch?v=FT_doozjYNM" target="_blank" rel="noopener">sharing the experiences of victims</a>.</p>
<p>With this <a href="https://tellmamauk.org/14-police-forces-in-data-sharing-discussions-with-tell-mama/" target="_blank" rel="noopener">shared data</a>, we provide the police with monthly bulletins on trends and analyse their data to help improve hate crime policing. On top of that, we got the <a href="https://www.independent.co.uk/news/uk/politics/attorney-general-steps-into-social-media-racism-row-9961364.html" target="_blank" rel="noopener">government to pressure Twitter and Facebook</a> to take hate incidents more seriously. Sharing our <a href="https://www.independent.co.uk/news/education/education-news/eton-linked-free-school-opened-by-the-queen-embroiled-in-racial-bullying-row-10224249.html" target="_blank" rel="noopener">reports</a> on <a href="https://www.independent.co.uk/news/education/education-news/british-muslim-school-children-suffering-a-backlash-of-abuse-following-paris-attacks-9999393.html" target="_blank" rel="noopener">Islamophobia in schools</a> has also put the issue on the agenda.</p>
<p><strong>Tell MAMA will not be obsolete until hate and bigotry disappear</strong></p>
<p>Third party reporting centres—bodies Dilly suggests will be obsolete now—were part of an <a href="https://news.bbc.co.uk/1/hi/uk/285537.stm" target="_blank" rel="noopener">important recommendation of the 1999 Macpherson report</a> into the racist murder of Stephen Lawrence in 1993.</p>
<p>Third party reporting centres are a conduit between victims and the police. As one such reporting centre, this is what Tell MAMA does day in, day out.</p>
<p>These policies will not make Tell MAMA obsolete. Other Muslim organisations, including the organisation <a href="https://mend.org.uk/engage-briefing-for-the-police-and-crime-commissioner-elections/#more-10670" target="_blank" rel="noopener">Mend whose 2012 report Dilly cites</a> calls for PCCs to include third party reporting centres as part of their strategies (see page 8).</p>
<p>Most importantly, we serve victims. <a href="https://tellmamauk.org/anti-muslim-hate-ten-years-after-77-7-infographics-on-77/" target="_blank" rel="noopener">The data we record informs the UK public about the rise of hate crime and ensures that Islamophobia is on the policy agenda</a>.</p>
<p>If Islamophobia disappears in the future, we will be more than happy to be rendered obsolete. Until then, our important work will continue to support victims and inform the public, the police and policy makers about anti-Muslim hate.</p>
<p style="text-align: justify;"><strong>Note:</strong></p>
<p>It is interesting to note some of the background of Dilly Hussain. These are some of the tweets that he has sent out previously. The first is clearly antisemitic which he tweeted out and only removed when he was publicly berated for it. Having said that he ‘apologised’ for the tweet, and subsequently went onto tweet the second tweet.</p>
<p style="text-align: justify;">It seems that Dilly Hussain believes that bigoted material like this does not have an impact. Nor, does regarding Ahmadis as being less Muslim than monkeys, seem to be a statement that perturbs him and stops him from tweeting it out.</p>
<p style="text-align: justify;">No doubt, someone can be given the benefit of the doubt for publishing odious material once, but twice? We leave it to the court of public opinion to make their decisions on the work of Dilly Hussain.</p>

<p style="text-align: justify;">We are in the process of signing up a further 10 forces which will mean that 14 police forces across England and Wales will be sharing data that they receive directly, with Tell MAMA. <strong>This will make Tell MAMA the only body in the UK in the community sector, with the ability to analyse, map and measure the real extent of what is taking place around anti-Muslim hate in the UK.</strong></p>
<p style="text-align: justify;">We are extremely proud of our developments and our aim is to ensure that all 43 police forces in England and Wales sign up these data sharing agreements with us.</p>
<p style="text-align: justify;">We will continue to ensure that victim’s rights are protected and that victim’s voices are heard. Anti-Muslim prejudice and intolerance needs to be tackled and particularly in an environment where international and national incidents are spiking it.</p>
<p style="text-align: justify;">Finally, we would like to add that such a detailed analysis will ensure that policy makers and shapers are able to react and make decisions appropriately on anti-Muslim hatred and prejudice. They can also develop policy on accurate data from Tell MAMA which protects victims rights and ensures advocacy on this troubling issue.</p>

<p style="text-align: justify;">Tell MAMA is now moving into its fourth year of existence and the results over the last year have been humbling. <em>But this has been about how we have made a difference</em>. When we stop making a difference, then it is time for any project or organisation to re-assess its future.</p>
<p style="text-align: justify;">So these are the successes over the last year which have helped in tackling anti-Muslim prejudice and in ensuring stronger and more cohesive communities, whilst also helping to push back far right groups and their narratives.</p>
<p style="text-align: justify;">— We were the first organisation to call out the large spike in anti-Muslim hate incidents that were reported to us by members of the public after the horrendous terrorist killings in Paris in November 2015. We acted, again, as an early warning indicator against a rise in anti-Muslim prejudice and community tensions.</p>
<p style="text-align: justify;">— We worked with Ministers and senior officials in informing them around risks relating to anti-Muslim prejudice and in the need to ensure better recording of anti-Muslim hate incidents.</p>
<p style="text-align: justify;">— Our material was sourced by over 768 local, national and international press sources over the last year. This made Tell MAMA, <em>the</em> leading organisation in creating a wider awareness of anti-Muslim prejudice and we will continue to push hard in the coming year.</p>
<p style="text-align: justify;">— We reached out to over 2.8 million people in the UK on-line and our reach has meant that we received cases from the US, South America and other countries. Whilst we would like to have helped, our main and key priority is the UK, hence we did not record or count these cases. (Only UK based cases are included in our annual reports).</p>
<p style="text-align: justify;">— We were one of two organisations, (the other being the <a href="https://cst.org.uk/" target="_blank" rel="noopener">Community Security Trust</a>), who signed a partnership and data sharing agreement with police forces in England and Wales. This means that we have started to receive data from forces to add to the self-referrals for assistance that we receive in Tell MAMA. This year, our projections are that we will have <strong>over 2,000</strong> anti-Muslim hate incidents logged.</p>
<p style="text-align: justify;">— We have now assisted over 5,600 people with casework, advice, emotional and signposting support since we started work in March 2012.</p>
<p style="text-align: justify;">— We have been successful in achieving over 524 arrests and 412 prosecutions since March 2012. These are figures from police forces who have fed results back to us and the figure may well be higher.</p>
<p style="text-align: justify;">— We have disrupted far right activity on-line and ensured that over 1,370 acounts have been closed on Facebook and Twitter. Again, these are from figures that we have received when social media providers have fed this information back to us.</p>
<p style="text-align: justify;">— We have developed an extensive network of police contacts who work on tackling hate crimes in forces in England and Wales.</p>
<p style="text-align: justify;">— We were instrumental in advising the CPS (Crown Prosecution Service), in looking for keywords that may associate evidence and cases with anti-Muslim prejudice. Those key words are now included in the Prosecutor’s Guidance on anti-Muslim hostility.</p>
<p style="text-align: justify;">— We have developed a wide information network which feeds in anti-Muslim material which is circulated by far right networks to us. This allows us to be pro-active and to feed in the material to law enforcement, ensuring the safety of communities.</p>
<p style="text-align: justify;">These are just some of the achievements to date. In all of this, we must not forget the victims of anti-Muslim prejudice, who are predominantly Muslim women who are visible, (who wear the Hijab or the Niqab). To many, we have been a key point of support and as we go into 2016, let us think about our impacts on society. Let us collectively stand up for the weak, those who have no voice and those who deserve peace. If we can stand up for the most marginalised and the voiceless in our communities, then we really are making a real difference.</p>
